The state has high irrigation potential since water table is high;
Success dependent on availability of adequate electricity for irrigation, AgroIndustries;
Through proper electrical infrastructural support, state can emerge as big
supplier of agri-products and can supply its produce to big markets of nearby
states;

Present status of Agri. supply
Existing Arrangement
Power supply to Agri. Pumps done by 11 KV mixed load feeders through
11/ 0.4 KV Transformers.
Such 11 KV mixed load feeders supply power to all categories of loads;
Pit-falls :
11 KV feeders, DTs & LT lines are common for all rural loads thus adversely
affecting power supply to pump-sets due to following:
11 KV lines - more faults prone due to long length of line & higher load;
Power drawn simultaneously by all categories of consumers leading poor
voltage profile for agriculture load;
Peak demand shoots-up excessively forcing restriction due to limited
availability of power;
Losses are on higher side owing to low HT/LT ratio;
Measures to improve Agri. power supply
Initiative taken by Govt. of Bihar to provide assured
and quality power for agriculture purposes:
A. Flagship scheme of “Dedicated Feeder for Agriculture”
under “Krishi Road Map (Rainbow Revolution)”;
B. Distribution Network strengthening & constraints
removal through BRGF Scheme;
C. Agriculture supply through Renewable energy sources;
A. Krishi Road Map
Govt. of Bihar has launched a flagship scheme of “Dedicated Feeder for
Agriculture” under “Krishi Road Map (Rainbow Revolution)”;
•
An ambitious scheme of the Government of Bihar under “Krishi Road Map”;
•
Rainbow Revolution envisages min. 7% of annual enhancement of agriculture
growth having target of almost doubling the food grain production in the next ten
years;
Vision

To enhance the agricultural production;

To promote agro based industries;
•
To create electrical infrastructure for reliable and assured power supply during
specific hours for agricultural purposes;
•
To increase cropping intensity from 151% to 191% by FY 2016-17 and to 243% by
FY 2021-22 and corresponding irrigation intensity from 85% to 158% by FY
2016-17 and to 209% by FY 2021-22;
Patna District selected for pilot project;
To be implemented in all the 38 districts of Bihar;
Key features of scheme
Installation of new 11 KV feeders in techno-economic manner
crisscrossing the agriculture terrain;
Installation of HVDS and up-gradation of associated distribution
network;
Installation of distribution transformers of appropriate capacity near
load centre;
Installation of system and agriculture Consumer’s energy meters for
proper accounting of energy;
Ring-main system with proper isolation at every 5 km for better O&M of
lines;
Renovation of associated Power Sub-station and service lines wherever
required;
Assets mapping, associated GPS survey and overall strengthening
and improvement of the distribution network;
Under the aegis of Rainbow Revolution, Energy Department, Govt. of
Bihar has prepared a road map for creating electrical infrastructure
for distribution of electricity to make reliable and assured Power
supply available for agriculture purposes.

Optimal use of ground water resources through regulated
supply of power for irrigation purpose;
Transformation of rural based agro economy;
Reduction in failures of agriculture pump-sets due to
improved voltage;
Holistic development of rural economy to improve standard
of living, quality of life leading to overall socio-economic
development;
Uninterrupted power supply to agri-consumers during
specified period;
Flattening of load curve in judicious way thereby reducing
the cost of power purchase and adherence to Grid discipline;
Improvement in quality and life of rural populace;

B. Distribution network strengthening
Vision
Sustainable power distribution sector to ensure quality power
supply to end consumers.
Objective
Strengthening & renovation of distribution system through
removal of distribution constraints of entire distribution
licensee area of Bihar.

Improved distribution system capacity to cater future load
growth;
Improvement in quality & reliability of power supply;
Reduction in system/ network failure rate;
Assurance of uninterrupted power supply;
Action plan
Strengthening of existing 33 kV feeders & construction of new 33
kV lines;
Upgradation, Renovation and modernization of 33/11 kV Power
Sub-Station & addition of new 33/11 kV PSS;
Strengthening of protective systems in 33/11 kV Power SubStations;
Provision of capacitor Banks in 33/11 kV Power Sub stations;
Rearrangement of existing 11 kV feeders & new 11 kV line;
Upgradation, Renovation and modernization of Distribution
Sub-Station;
Strengthening of L.T. lines (removal of Bans- Balla);
System and Consumer metering;
Use of phase separators in LT lines & Guard wires in HT lines;
Measures to remove Distribution Constraints
Identification of the weakest areas in distribution network value
chain;
Analysis of loading condition of Grid Sub-Station & Power SubStation;
Analysis of loading conditions of the 33kV, 11 kV, LT lines and
various equipments in normal and peak situations;
Identification of over loaded transformers, feeders, cables or
conductors;
Installation of distribution transformers of appropriate capacity
based on load profile;
Installation of shunt capacitors to improve the power factor;
Analysis of data for creation of MIS for existing loads, operating
conditions, forecast of expected loads etc.;
C. Renewable energy for Agri. consumption
BIHAR SAUR KRANTI SICHAI YOJANA
Objective
To provide water to farmers for additional revenue generation through
more crop cycles per year;
2 HP (1500 W) / 1800 Wp SPV Pumping System;
Pilot project: 10 Blocks in 5 Districts (Saharsa, Araria, Supaul, Purnia
& Kishanganj);
Short listing & Empanelment of Vendors is in final stage;
Empanelled vendors will be notified to respective District Magistrate;
In twelfth plan 2500 unit are proposed at the cost of 78.75 Crores ,
Unit Cost estimated at Rs. 3,15,000;
Of this 39.38 Crores will state share and 23.6 Crore will be Central
share remaining will be the beneficiary share;
In the year 2013-14, 1000 units are proposed;
Mini Rice Mill
Mini Rice Mill with 100% Producer Gas Engine 32 KW
with 60 KW Gassifier for all PACS a.
Huge scope of establishing Mini Rice Mills with Single Fuel Mode
Gassifier Engines based on Renewable Energy;
Subsidy for this scheme is available from MNRE (for Captive
Power Plant), Industries Department (For Rice Mill)
The balance component will be provided through the beneficiary
account. Discussion regarding provision of balance component
through a loan by German Development Bank is proposed.
In the twelfth plan 148 units are proposed at the cost of 22.22
Crores of is 4.14 Crore will be state share and 6.66 crore will be
central share and the balance amount will be share of the
beneficiary.
The unit cost is 15 lakh;
