Cases of Bonded labour in Chhattisagrh
 Instances of bonded labours within
the state have not come to notice.
 Complaints have been received of
bonded labourers from Chhattisgarh
being kept as bonded in other states
like J&K, U.P., Punjab, Haryana,
Orrisa, Bihar, Jharkhand, Madhya
Pradesh, West Bengal, Maharashtra,
Kerala etc.
 Most of the complaints pertain to
labourers from 3 districts, viz
Bilaspur, Janjgir-Champa and
Raigarh.
Rescue and Release





Periodic meetings are organized to analyze the
complaint received and action taken.
Complaints regarding migrant labour are received
from time to time. Action is taken immediately.
District level teams have been constituted
comprising of Labor, Police & Revenue department
officials.
During the period 2001-2011, there have been 1287
bonded labour cases involving labourers from
Chhattisgarh working as Bonded labourers in other
States.
Reducing migration of Labourers during the lean
seasons by prividing them job in the State under
various schemes, programmes and projects.

Rehabilitation of Bonded Labours
From 2001 to 2010

710 bonded labours have been fully rehabilitated
& Rs. 1.42 crore* has been disbursed to the
effected labourers.
* Rs. 71 lakh Central share and 71 Lakh State share


385 bonded labour who have been rescued from
bondage till 2010 are yet to be rehabilitated. The
process of getting the State and the Central
rehabilitation aid is on.
164 bonded labourers have been rescued till date
in 2011. Their rehabilitation is under process.
Rehabilition grant of *Rs. 77 lakh. is awaited for
385 bonded labours rescued
during last 2 years i.e 2009 and 2010

PROBLEMS IN REHABILITATION
• District administration of the other states
do not recognize them as bonded
labours.
• There is a long interval between rescue
and their rehabilitation.
• No funds for immediate monetary help
for rehabilitation.
• Problems in funding their rehabilitation.
Special Rescue Mission
Cloud Burst in Leh (J&K) in 2010
At the time of calamity:More than 400 workers belonging to the State were engaged in
construction work at Leh
18 Labours died
The State Govt. immediately swung into action.
107 Labours were air lifted to Jammu and Delhi and then to their native
places by train at Govt. expence.
Other labours who were not affected, preferred to stay back at Leh since
