A PRESENTATION ON…
BONDED LABOUR
Instances of bonded labour system within
the state have not come to notice.
Mostly complaints are received of labour
from chhattisgarh being kept as bonded in
other states like J&K, U.P., Punjab,
Haryana, etc.
Most of the complaints pertain to labours
from Bilaspur and Janjgir-Champa
district.
Causes
Service arising out of loan/debt/advance.
Forced labour
Under which the debtor agrees to render service
The bonded labour system essentially represents
the relationship between a creditor and debtor.
Thus the debtor mortgages his or his family
services
Specified/unspecified period
With/ without wages
Without freedom of movement
Rescue and Release
Periodic meetings are organized to
analyze the complaint received, and action
taken.
During the year 2001-2010, there have
been 1095 bonded labour cases in the
State.
Complaint regarding migrant labour are
received from time to time Action is taken
immediately.

124 bonded labours have been fully
rehabilitated & Rs. 24.80 lakh has
been disbursed
586 bonded labour have been partly
rehabilitated- only the state share of
Rs. 58.60 lakh has been disbursedCentral share has been received &
being disbursed.
Rehabilition grant of *Rs. 77 lakh. is awaited
for 385 bonded labours rescued
during last 2 years i.e 2009 and 2010

The 50% share of GoI & 50% of State Share
Rs. 20.00 lakh has been provided for by the State Govt.
Rs. 38.5 lakh State share
and
Rs. 38.5 lakh Central share
is awaited
PROBLEMS IN REHABILITATION
• District administration of the other
states do not declare them as
bonded labours.
• There is a long interval between
rescue and their rehabilitation.
• No immediate monetary help for
rehabilitation.
• Problem in funding their
rehabilitation.
