Lessons learnt

Commitment to policy and regulatory change in order
to develop an enabling ICT environment remains
crucial

Member States need to facilitate buy-in and ownership
by all stakeholders and also ensure that the ICT policy
formulation process is sympathetic to national goals

Strengthening various stakeholder’s capacity is
important to promote ownership and ensure a
conducive environment for better implementation

Lessons learnt
 More attention should be paid to gender equality, the value of
women and youth’s knowledge and the importance of integrating
women and youth into the knowledge society at all levels and in
all sectors
 Member States, ECA and other partners need to ensure adequate
mechanism for securing sustained funding for national and
regional strategic actions & implementation plans particularly
with regard to support to RECs
 Need to secure sustained funding for ECA’ s information
management activities both for in-house and outreach activities

Future activities for the period of 2012-2013

Strengthening the capacity of member States for the
formulation, adaptation, implementation and
evaluation of appropriate ICT policies and
programmes to enable Africa’s integration into the
Knowledge EconomyNext Generation NICIs

Advocacy and consensus building

Continue mainstreaming & supporting gender
sensitive strategies for building and sustaining the
African Digital Economy and creating an enabling
environment for the knowledge economy

Future activities for the period of 2012-2013
 Emphasis on activities aiming at collecting and
providing, accurate, timely and relevant data from
member States on a continuous and sustainable
basis to evaluate the ICT policy effectiveness
 In collaboration with the African Union, support RECs
in the area of harmonization of policy and legal and
regulatory frameworks as well as capacity building

What do we expect to achieve by end of 2013
 Improved capacity of African countries to formulate,
implement and evaluate inclusive and gender-sensitive
national and sectoral ICT and STI policies and
strategies for development
 Enhanced capacity of member States to nurture and
harness ICTs, gender sensitive and STI for development
at the national, subregional and regional levels

What do we expect to achieve by end of 2013
 ECA’s ICT4D programme is expected to achieve its objectives and
expected accomplishments on the assumption that:
 Government development policies continue to include information and
communications technology, science and technology as a priority;
 Governments prioritize budget allocation for identified activities in ICT
for development;
 Partners continue their support in various activities; and
 Continued involvement of stakeholders at national, sub-regional and
global levels.

 Facilitate an appropriate research environment, capacity
building and fund raising ==> CREATIC4AFRICA in
collaboration with the spanish based CTIC foundation +
Support to Mozambique MOSTIS+ SWA with specific
sessions on ICT based innovation & entrepreneurship
 Follow up on WSIS has been done through review of
indicators as well as strong collaboration with regional and
international organizations
 E-security ==> support to Ghana and Ethiopia + workshop
in North Africa (SRO-NA)
