Healthcare Services
The Hospital shall be designed for providing healthcare and shall provide following
services for Mother & Child, and multi specialty





OPD Consultations
In patient services
Surgeries
Diagnostics
Pharmacy
Minimum Obligations Developing Hospital with following minimum capacities and making it functional
and operational on COD and provision of Healthcare services in respect thereof and
ramping up of capacity for Mother and Child to total 60 beds during Concession
Period as the demand builds up
Minimum Total Capacity – 30 beds
Minimum beds for Mother facility – 10 beds
Minimum beds for Child facility – 10 beds
Concessionaire shall provide minimum primary and secondary Healthcare services.
The Concessionaire shall have right to provide super specialty and multispecialty of
his choice, provided that Concessionaire meet minimum obligations in terms of
number of beds, facilities and staffing for Mother and Child and provide minimum
primary and secondary Healthcare services at all time throughout the Concession
Period.

The ancillary services at minimum shall include:

Concessionaire shall complete, construct and manage the Mother & Child hospital on
Design, Built, Operate and Transfer basis

The long term lease of land on nominal lease and initial investment made by GOP is
considered as grant.

Phasing of capacity with minimum requirement specified allowed to reduce the
upfront capital investment requirement and improve the project viability

GOP shall provide the project site to Concessionaire on nominal lease and
Concessionaire shall provide the healthcare services at market rate. In lieu, the
Concessionaire shall pay annual Concession Fee quoted by the bidder in the financial
bid to GoP for award of concession

Longer concession period considered to ensure that efficient and quality services are
available to the population

Fixed annual concession fee is the recommended arrangement in lieu of concession.
The concession fee payable in the first year would be the bid parameter and for each
subsequent year, it would increase at a rate specified

Health sector is unregulated and market driven. Also the Hospital shall be competing
with private hospitals and nursing homes. Therefore hospital charges are not
predetermined and shall be market driven

Provision for security to lenders in form of substitution rights and escrow account

The Bidder shall fulfill the following conditions for eligibility.
Technical Capacity: single entity Bidder or its Members of
Consortium shall have experience of at least three years in operation
and management of minimum 25(Twenty Five) bedded hospital; and
Financial Capacity : single entity Bidder or Lead Member of the
Consortium shall have

Average turnover of atleast Rs 3 crores in the last three preceding
financial years.

Minimum Net Worth of Rs 1.0 crores at the close of the preceding
financial year.

Criteria
The individual or organization with high Net Worth exceeding Rs 50
Cr or philanthropic foundations incorporated by the reputed
corporate/business houses with backing from its high Net Worth
parent companies for corporate social responsibility (CSR) shall be
exempted from the technical capacity. It is expected that such Bidder
shall be able to acquire/procure adequate technical and managerial
skillset required for operation and management of the Hospital or
enter into arrangement with entities having equivalent experience, as
Conditions Precedent, failing which Concession Agreement shall be
terminated.

Lowest financial grant (the “Grant”) or, instead of seeking a
Grant, offer to pay a premium in the form of upfront payment
of annual concession
The Grant/ Premium amount shall constitute the sole criteria for
evaluation of Bids. Subject to terms hereof, the Project will be
awarded to the Bidder quoting the highest Premium, and in the
event that no Bidder offers a Premium, then to the Bidder seeking
the lowest Grant
GOP agrees to provide to the Concessionaire a cash support by way
of an outright grant but in no case greater than the Equity, and shall
further restricted to sum not exceeding 40% (forty per cent) of the
Total Project Cost. The Grant shall be disbursed to the
Concessionaire by way of Equity Support in accordance with
provision of Concession Agreement and balance remaining, if any,
shall be disbursed as O&M Support in accordance with provisions of
Concession Agreement

Fixed annual Concession Fee quoted by the concessionaire in the Bid
shall be applicable on COD and shall be revised every three years by
15%.
