THE WORLD FORUM OF LOCAL ECONOMIC
DEVELOPMENT

Is an initiative that promotes the joint work of local, national and regional
governments, multilateral organizations, development actors, civil society, private
sector, universities, experts, etc.

… to facilitate dialogue and exchanges on the effectiveness and impact of local
economic development.

… to appraise those local experiences that will contribute to building models of
development which positively influence the quality of life of the citizens.
•
… to achieve a higher impact and influence of the local level on the global agenda
PROCESS
Seville’s Declaration
The importance of the territorial approach in Local Economic
Development and the manifold alternatives for action it offers.
THE DECLARATION CALLS UPON INSTITUTIONS, GOVERNMENTS,
PUBLIC-PRIVATE ACTORS AND SOCIETY TO:
Appraise the strategic potential of the territories, ensuring the
participation of institutions and persons in development processes,
and articulating these with the different levels of government.
Local Economic Development
Agencies, local, regional and national
Governments, private sector,
representatives in the academic
sector and various entities agreed on
the need to share knowledge and
exchange know-how and experiences.
The objective: keep networking to
advance new strategies addressing
global challenges from the local
sphere.
Reflect, debate and act to generate open and pluralistic
alternatives on new development models; influence the global
agenda
Upon States, to reinforce their decentralization policies with
content and competencies (Human Resources, fiscal policies, green
economy, employment, equity, internationalization, etc.) to make
local development a sustainable national policy
PROCESS
Mobilize local, national and global actors
Stimulate the systematization of experiences and
elaboration of documents
Generate a political debate at the local,
intermediate, national and global levels
Position Local Economic Development in the global
debates and agendas
Through
Consultation processes with:
The academic sector, Local Authorities,
Global Networks of Local/Regional
Governments, International
Organizations, Civil Society, NGOs,
Private Sector, etc.
Will culminate a series of
encounters and debates and
will focus on the strategic
relationship between the
territory and economic
development,
decentralization policies and
the factors that determine the
sustainability and innovation
of development processes.

To generate alliances for a greater influence on the global agenda, through a roadmap of
joint activities.

To advance in the global dialogue on Local Economic Development thanks to the
participation of a wide range of actors and the sharing of their experiences and visions.

To identify successful Local Economic Development public policies that are based on the
territory as good practices for participants and political and technical officers.
•
To sensitize governments so they adopt elements of Local Economic Development in their
public policies.
