Targeted countries: 88 NSA and 41 LA

Allocations per region in line with the 2011-2013 Multiannual Strategy

Aid modality to be used: Calls for proposals launched at local level
Complementarity to geographic programmes


Country priorities:



in accordance with local needs, in terms of actors (type and
origin), priorities, themes, sectors and geographical areas.
Focus on local actors in order to better strengthening their
capacity.
Must include an element of capacity building of local actors.

Further to Structured Dialogue, alternative aid modalities…
4 direct awards of grants in monopoly situation
- Bangladesh (3.850.000 Euros) to NGO Forum for Drinking Water Supply and
Sanitation.
- Morocco (300.000 Euros) to Collectif pour la Promotion des droits des
Personnes en Situation de Handicap
- Senegal (300.000 Euros) to Civil Forum of Senegal
- Tonga (237.500 Euros) to Civil Society Forum of Tonga
1 joint management agreement with an International Organisation:
- Chile (300.000 Euros) to the United Nations Entity for Gender Equality and
the Empowerment of Women (UN Women)

2013 Objective 1 – In-country interventions - Prevision
Further to Structured Dialogue, which resulted in 12 technical fiches,
providing information on aid modalities as an alternative to CfP, the following
alternative aid modalities are foreseen to be applied for 2013: (link in last
slide)
- direct awards of grants in monopoly situation
- joint management agreement with International Organisations
- Transfer (=receive from MS) and Delegation (delegate to MS) agreement
- contribution agreement to a multi-donor programme
Further to Revision of FinRegs:
- Re-granting: more flexibility, 50.000€ per recipient, no overall ceiling
- Financing in full: more flexibility, especially for small locally based orgs

2014-2020 MFF outlook

A) renaming “Civil Society and Local Authorities”
B) capacity development focus: under Obj. 1a, northern actors to support
the capacity building of southern actors
C) limiting service delivery to LDCs, the rest goes under the capacity building
"chapeau"
D) introducing Southern CSO networks into Obj. 3 coordination
E) obtaining substantially increased funding (for 7 years increased by 22%,
hence totally 2.000 M€ and annually 285 M€)
F) widening the programme to an implementation "by and for" CSOs and LAs

Objective 1 – Multi-country interventions (Action fiches 1&3)
MTR and SD => + added value and + focus to objective 1b.
Priorities:
(1) Institutional capacity building of regional, continental or global NSA
networks.
(2) Empowerment of regional, continental or global NSA networks to
participate effectively in development process.
(3) Actions led at regional, continental and global level by relevant NSA
networks, tackling problems common to more than one region.

To support actions directly necessary for the implementation of the
programme and the achievement of its objectives such as:

Further to that, as part of their allocation under Obj. 1a, EUDs have 5% as
support measures under Obj. 1a (direct benefit to CSOs and LAs targeted
by programme).
