…法改定で海外の人材の招聘にはずみがつくとの楽観論も
広がっているようだが、おそらくそんな簡単な話ではない。周
辺国が目覚ましい経済成長を続けるなか、日本の“魅力”は
相対的に減少しているからだ。さらに日本人の単一民族意識、

「日系人帰国支援事業」
日本政府（厚生労働省）が２００９年４月１日
から10年３月１日までの１年間実施した事業。
08年10月のリーマンショックに端を発した世
界経済危機で南米の在日日系人の失業者
が増えたため、日本での就労を断念して母
国に戻る日系人を対象に本人（30万円）及び
扶養家族（20万円）の帰国費を支給した。

「受給外国人急増 4万3000世帯」
日本に永住、在留する外国人は徐々に減少しているが、生活保護を受
ける人は増えている。厚生労働省の最新の調査（平成23年）では外国人
受給者は4万3479世帯、月平均で7万3030人、10年前からはほぼ倍増し
ている。
国籍別では韓国・朝鮮人が最多。国民年金に加入していなかった「無
年金世代」が高齢化しているのが最大の要因だ。
伸び率が急速なのは、1980年以降に来日したフィリピン、中国、ブラジ
ル人らの「ニューカマー」と呼ばれる人たち。リーマンショック後、生活保
護になだれ込んだ。
