• 1967 CAARD formed, 1972 CAARH formed
• 1980/1983 CAAC/CAARH begin credentialing counselors
• 1987 CCBADC created, 1996 CAARR Institute forms
• 1995, 1996 - CAARH becomes CAARR and creates the
CAARR Institute
• 2007 CAADAC and CAARR recognized by ICE and ADP
• 2012 CAADAC/CAARR join forces to create CCCO
and UCC

• 1986 - 2008 CAADAC advocates for legislation to recognize AODA
counselors in CA (eight bills in all)

articles of incorporation (voted by the membership)
Alignment: ICE and DHCS transfer of approvals

Purpose: To license and certify qualified addiction
focused professionals towards attaining the highest
professional standards.
Focus: Conferring designations of quality and
competency throughout the career ladder

articles of incorporation (voted by the membership)
Alignment: ICE and DHCS transfer of approvals,
IC&RC jurisdiction replacement
Education & Training

Corporate name: CCAPP Institute
Purpose: To provide education and technical assistance
regarding addiction, treatment, recovery and
associated problems.
Focus: To develop and distribute educational
materials and programs to professionals and the
communities they serve.
Adoption: Creation of new bylaws and restated
articles of incorporation (voted by the CFAAP Board)
Alignment: BPPE transfer of approvals
Member Involvement and Leadership
Membership Categories: A. Individual B. Program
Districts: Nine geographic locations determined by
population data
CCAPP Board: Comprised of 18 members (nine
individual members – nine program members) with two
year terms
CCAPP Institute and Credentialing Board: Members
appointed by CCAPP from nominations made by members
Transition: Due Diligence Committee will become the
founding board which will be utilized for a period not
to exceed two years
Officers: Voted by the members of each board
Timeline for Implementation of Consolidation

Incorporation Filings: January 2014 articles and bylaws
for each corporation filed and sent for IRS for approval
(up to nine month turnaround)
IC&RC jurisdiction application: Upon approval of

(possible six month turnaround)
DHCS Approval: Upon ICE approval. Unknown
turnaround)
