Special Accelerated Road Development Programme for North East
(SARDP-NE)
(Initially approved by Cabinet 2005-06)
OBJECTIVES:
1. Upgrade National Highways connecting State Capitals to 2 lane / 4
lane;
2. Provide connectivity of all 88 District Headquarter towns of NER
by at least 2-lane road;
3. Provide road connectivity to backward and remote areas of NE
region to boost socio - economic development;
4. Improve roads of strategic importance in border areas;
5. Improve connectivity to neighboring countries

OBJECTIVES OF MASTER PLAN FOR
NORTH EAST REGION
1. Connectivity to all State Capitals .
2. Strengthening International Borders – Improving trade and
connectivity with neighbouring countries.
3. Augmentation of network capacity for handling growth of traffic in
future.
4. Uni-gauge - Broad gauge network all over NER (50 km Meter Gauge
& 87.48 km Narrow Gauge are world heritage sites).
5. Expansion of network to unconnected areas of the region.

SCENARIO IN THE NORTH EAST REGION - 1990
1.
Broad Gauge Line Upto Guwahati. All lines beyond Guwahati were MG lines.
2.
Only One route between New Jalpaiguri to Guwahati. No alternative in case of
disruption due to floods, accidents, bandhs, strikes etc.
3.
Mostly Single BG Line beyond Katihar and Malda.
4.
Most Express Trains Take 40 to 48 hrs upto Guwahati from Delhi.
5.
Time taken to reach Dibrugarh/Tinsukia – upto 65 hours.from Delhi.
6.
Only One Railway Bridge across River Brahmaputra – Rail-cum-Road Bridge at
Saraighat (Guwahati)
7.
Along North Bank of Brahmaputra – MG Line from Rangiya to Murkongselek.
8.
No Connectivity to Capital city of any State except Assam.

SCENARIO IN THE NORTH EAST REGION - 2010
1.
Broad Gauge Line Upto Dibrugarh and Tinsukia – Gauge Conversion of Guwahati –
Tinsukia – Dibrugarh completed including Furkating – Jorhat – Mariani and
Simaluguri – Sibsagar – Moranhat Branch Lines.
2.
A Complete alternative BG route from New Jalpaiguri to Guwahati commissioned
by Gauge Conversion of Siliguri-New Jalpaiguri-New Bongaigaon MG Line and
Jogighopa – Guwahati New Line.
3.
Rajdhani Express introduced which Takes 28 hrs upto Guwahati from Delhi.
4.
Time taken to reach Dibrugarh/Tinsukia – 40 hours from Delhi.
5.
Second Railway Bridge across River Brahmaputra – Rail-cum-Road Bridge at
Jogighopa opened.
6.
Capital of Tripura (Agartala) connected by MG line.

SCENARIO IN THE NORTH EAST REGION - 2020
1. All the State Capitals will be on Broad Gauge.
2. A third alternative BG route from New Maynaguri to Jogighopa will
be commissioned.
3. Doubling of New Jalpaiguri – Samuktala will be completed.
4. The Entire Barak Valley will be on BG network.
5. Third Railway Bridge across River Brahmaputra – Rail-cum-Road
Bridge at Bogibeel will be completed.
6. Entire North Bank of Brahmaputra will be on BG network and get
connected to South Bank at Dibrugarh through Bogibeel.

FUNDING
 As per the policy of the government, 10% of net
budgetary support is to be spent in the region.
 “Non-lapsable Rail Development Fund for National
Projects of NE Region” has been approved by Cabinet
Committee on Infrastructure. Contribution to this Fund
is 25% through Railway’s gross budgetary support and
75% as additionality by Ministry of Finance.
