PRINCIPLE
TRANSITION PLAN
USG to terminate the IANA contract (30 September 2015)
ICANN to continue as operator of IANA
(until further notice)
Technical stability and continuity
Decisions about future oversight mechanisms for IANA
should not affect the ongoing technical operations and the
continuity of existing policies.
ICANN should continue its responsibilities for IANA during and after the
transition of the NTIA stewardship role.
NRO to enter into a Service Level Agreement (SLA) with ICANN
(before 30 June 2015)
Agreement with ICANN for IANA’s provision of IP addressing related
functions, including accountability (dispute resolution etc).
NRO to review current agreements with ICANN
(before 31 December 2014)
Transparency, consistency and completeness in all
arrangements
Agreements should clearly define relationships and
accountability, to ensure that they are fully transparent,
consistent, complete and sufficient.
To identify all necessary features and any gaps.
NRO to enter into an Affirmation of Commitments (AoC) with ICANN
(before 30 June 2015)
The exchange of letters by NRO with ICANN in 2007 and 2009 can be
replaced by an Affirmation of Commitments with ICANN for mutual
recognition, rights and responsibilities.
The concepts are accepted

Other major points
• Other 4 RIRs will also discuss this topic until Dec and
outcomes will be compiled in NRO
• The relationship between ICANN and RIRs is a partnership,
not a customer-supplier
• Synchronization with other Internet communities in AP
region, in particular APTLD, will be needed, once the
proposal will become firm
