SITUATION (U)
Operational Competence
Problem: USPACOM missions and operational design depend on the
ability to activate Joint Task Forces (JTFs) that can reach operational
mission capability rapidly; current policy of ad hoc JTFs does not
meet mission need; SJFHQ gone.

• (U) All COCOMs are mandated by CJCS to maintain a JTF
Readiness Program
• (U) Early-1990s: USPACOM activated the Deployable Joint Task
Force Augmentation Cell (DJTFAC)
• (U) Early 2003: Standing Joint Force Headquarters (SJFHQ)
activated & DJTFAC deactivated, USPACOM J35 activated
• (U) 1 Oct 2011: SJFHQ disestablished
• (U) 1 Oct 2011: USTRANSCOM Joint Enabling Capabilities
Command (JECC) Global SJFHQ activated
• (U) 8 Dec 11: CDRUSPACOM reactivated the DJTFAC

DJTFAC MISSION (U)
MISSION STATEMENT
(U) Deployable Joint Task Force Augmentation Cell provides
USPACOM a rapidly deployable, cross-functional staff element
capable of temporarily assisting JTF HQs, when activated, initiate
crisis action planning and critical battle staff processes in order to
accelerate the operational capability of designated priority JTFs.

CDRUSPACOM INTENT (U)
• (U) Purpose: Accelerate JTF operational competence at the start of
a crisis
• (U) Method:
– Establish an O6-led core assigned to PACOM J3
– Designate matrixed team of functional SMEs from PACOM HQ
– Upon USPACOM OPT activation, J352 + DJTFAC participate
– Upon JTF activation, DJTFAC Core and selected matrixed SMEs
deploy to the forming JTF for temporary assistance
– Upon agreement of CJTF and CDRUSPACOM, redeploy DJTFAC
– Prior to activation, DJTFAC Core facilitates a higher state of
readiness for designated JTFs
• (U) Endstate: USPACOM has a rapidly deployable means to
accelerate the operational competence of designated JTFs, both
during crisis activation and pre-crisis

Way ahead (U)
• Readiness to be reported to J02 monthly, and in DRRS
• Core:
– (U) Build capability / credibility during joint / combined exercises
– (U) Coordinate with stakeholders (e.g. potential JTFs, JECC, J7, COE,
etc) to establish complementary capabilities / processes
– (U) Build standardized SOP (Crisis Action Planning templates,
Deployment checklists, efficient/effective training program, etc)
• Matrixed:
– (U) Deployment: Complete deployment training / requirements
– (U) Employment: Be ready to deploy/employ on short notice
• Complete online prerequisite training
• Participate in monthly DJTFAC training
• Participate 2 deployed exercises per year
• Option to build pool of matrixed vs single points of failure
