• The Member’s Guide online contains information, and

• The Member’s Guide is a quick reference guide and
contains a summary of those conditions that you are most

PACMAN
•
ADF pay and conditions constitute an important part of the Defence
Offer for ADF personnel. The ADF Pay and Conditions Manual has
been written as a 'plain English' document to present an attractive and
compelling offer that assists in both recruitment and retention of
Defence Force members.
•
This manual primarily sets out the conditions of service for members of
the Permanent Force and Reserves. Some benefits for Cadets are
also set out in the manual. In addition, overseas employment
conditions for Defence Australian Public Service
employees may be published in this manual.
•
Determinations made using powers conferred by the Defence Act 1903
are combined and published with administrative guidance to present
the benefits that are available for members and their families,
depending on their individual personal circumstances and duties.
Determinations are legal documents; decision-makers,
administrators and members are bound by the provisions
and rules set out in those Determinations.
PACMAN
•
The manual is divided into two subject areas. The first sets out the
conditions of service within Australia. The second sets out the
overseas conditions of service. The Pay and Conditions Manual –
Administration and Technical Explanation (PACMATE) is
supplementary information that includes tax alerts,
schedules of authorisations and a guide for decisionmakers.
•
To assist members, employees, Defence families, administrators and
decision-makers, the manual provides examples and non-examples of
policy application and colour coded cross references setting out
related information, guidance and decision-makers. The Pay and
Conditions website also provides a number of complementary support
tools.
PACMAN
• Applicants for benefits, including members, employees
and their dependants, are reminded of the need to provide
clear and accurate information when they apply for a
benefit, and to advise when that information changes.
Information supplied when applying for a benefit is taken to be a true
and accurate record of the applicant's circumstances. Giving false
or misleading information is a serious offence. Where false or
misleading information is provided, or relevant information withheld,
criminal or disciplinary action under the Public Governance,
Performance and Accountability Act 2013 (PGPA Act), Defence Force
Discipline Act 1982, Public Service Act 1999, or the Criminal Code Act
1995 may be taken. Administrative action may also be taken and
sanctions imposed.
