The issue of rivers in Balkan
• Approximately 80 percent of rivers in the
Balkans remain in good or very good
ecological condition -- a paradise for fish,
freshwater molluscs, snails and insects.
• But Europe's last wild rivers are now at risk.
More than 570 large dams, complete with
hydroelectric power plants (each with a
capacity of more than one megawatt), are
planned for the region.
• Albanian part has identified a number of
important projects, for example,
“Construction of HPP on Drin river and Vjosa”

Para el profesor Spase Shumka, Vjosa es un museo vivo de la naturaleza
en el que crecen 18 especies de peces, 20 de moluscos, nutrias
autóctonas, aves y plantas endémicas, que necesitan agua corriente y
que con la construcción de los embalses desaparecerían.

"No estoy en contra de la construcción de centrales hidroeléctricas para
producir energía eléctrica, pero no en este río que tiene un potencial
turístico extraordinario", explica por su parte el ambientalista
Lavdosh Ferruni.
De las ocho plantas hidroeléctricas planificadas hace años a lo largo de
su cauce sólo una, la del italiano Francesco Becchetti, obtuvo en 1997 el
permiso de construcción, si bien desde entonces no han avanzado las
obras.
Becchetti, dueño de una televisión en Albania, y su tío,
Manlio Cerroni, condenado en abril por la justicia
italiana a un año de prisión por irregularidades en su
actividad como dueño del vertedero romano de
Malagrotta, querían construir en 2004 un incinerador
cerca de Tirana para quemar las basuras de Roma. EFE

emission at News 24, one of the main channels in
Albania to talk about the plans of Greece and
FYROM to deviate the river Vjosa and Radica,
which affects the flow of Drini and Vjosa river in
territory pf Albania. The interview continues 25
minutes. It was emphasized by Ferruni the
importance of Espoo convention and the need of
public participation in both cases.

ratified the Espoo Convention. Albania
(04.10.1991), Bulgaria (12.05.1995), Croatia
(08.07.1996), Cyprus (02.07.2000), Greece
(24.02.1998), Romania (29.03.2001), Slovenia
(05.08.1998), the FYROM (31.08.1999), are
already Parties to this important international
legal instrument of environmental and
sustainable development cooperation.

and has prepared a movie for Vjosa.

Deklaratë për Mbrojtjen e Lumit Vjosë

kanione të bukur, në rrjedhën e sipërme dhe ka një shtrat të gjerë e madhështor në rrjedhën
e mesme e të poshtme. Së bashku me degët e saj, Vjosa krijon një ekosistem dinamik, një
trashëgimi të vërtetë të natyrës evropiane. Në të njëjtën kohë, Vjosa është një nga lumenjtë
më pak të njohur të Evropës. Të dhënat ekologjike dhe hidromorfologjike për të janë
jashtëzakonisht të kufizuara.
Megjithatë, përgjatë rrjedhës në Shqipëri, janë parashikuar të ndërtohen rreth 8 diga
hidrocentralesh. Një prej tyre, ajo e Hidrocentralit të Kalivaçit, është në ndërtim e sipër, por
punimet aktualisht janë ndërprerë. Një kërcënim tjetër për këtë pellg ujëmbledhës është
edhe Plani Grek i Menaxhimit, miratuar nga Qeveria Greke, ku parashikohet devijimi i një
sasie të ujërave të lumit Vjosa drejt liqenit të Janinës. Projekte të tilla do ta shkatërrojnë këtë
ekosistem lumor unik. Për më tepër, këto projekte bien ndesh me legjislacionin e BE-së si
Direktiva Natura 2000 dhe Direktiva e Rrjetit të Ujërave.
Ne, OJF-të shqiptare të poshtëshënuara, kundërshtojmë fuqimisht projektet që cënojnë
intergitetin e lumit të Vjosës. Në vend të tyre, ne duam të mbrojmë trashëgiminë tonë
natyrore. Vjosa nuk është vetëm një thesar natyror për Shqipërinë por edhe për të gjithë
Evropën. Ky lumë është një thesar i trashëgimisë kulturore dhe socio-historike të rajonit.
Ne kërkojmë, që Qeveria Shqiptare të angazhohet në mbrojtjen e këtij lumi duke
ndaluar projektet e ndërtimit të digave si dhe duke kërkuar transparencë të plotë nga pala
greke për marrëveshjet ndërshtetërore mbi lumenjtë. Vjosa duhet të mbrohet në të gjithë
gjatësinë e saj për një bashkëjetesë harmonike mes shoqërisë, natyrës dhe shkencës.
