Nirmal Bharat Abhiyan is implemented in the state
through PHED
The Objective of NBA To improve the quality of life of rural people.
 To achieve the Nirmal status for the rural areas of the
State by year 2022 through:
 Making the rural areas Open Defecation Free (ODF).
 Adoption of hygiene and sustainable sanitation at
Home, Schools and Anganwadis.
 Community managed environmental sanitation systems
focusing on solid & liquid waste management


Individual House Hold Latrines (IHHL)
 Under NBA incentive for IHHL is Rs. 4600 (Central
Share - Rs. 3200, State Share – Rs. 1400) and
minimum beneficiary contribution is Rs. 900
 Up to Rs. 4500 can be used from MGNREGS for the
construction of IHHL (as per MGNREGS guideline)
 IHHL of Rs. 10,000 and above can be constructed
by the beneficiary under NBA in convergence with
MGNREGS






Resolution for toilet construction under NBAMGNREGS convergence (including IAY houses)
issued after approval of State Cabinet
A joint instruction from RDD and PHED for the
construction of IHHL under NBA-MGNREGS
convergence is issued and is under
implementation.
Implementing agency for construction of IHHL
 IAY beneficiary : BDO
 Other (BPLs and Identified APLs) beneficiary : GP
 APL families, other than Indentified category : DWSC

RDD is to communicate to BSWSM regarding district
wise target of IAY

Implementation agency for IAY (BDO) will directly get
funds of MGNREGS from State funds

Target of IAY has to be communicated to implementing
agency of NBA i.e. DWSC by BDO.

DWSC will transfer the funds of NBA in respect of
construction of toilet in targeted IAY houses after
receipt of the request from BDO in two instalments, as
per availability of funds.



The first installment being 50% of the required
funds.
The second installment will be released on
submission of UC for at least 60% of the first
installment.
IAY implementing agency (BDO) will release
the last installment of IAY and NBA funds to
the IAY/NBA beneficiary after construction of
toilet is completed.






Toilet construction will be done by the beneficiary with
the support of Gram Panchayat.
The beneficiary will be selected by the Gram Sabha.
Toilet construction work will be carried out by those
beneficiary who has MGNREGA Job Card.
If the eligible beneficiary do not have Job Card, they
have to apply for the same.
The beneficiary has to work as a labour during the
construction of toilet
DWSC will share the list of IHHL already constructed
under NBA/LSY with the GPs along with the name of
the GPs, identified for NGP under NBA.





GPs will prepare the list of beneficiaries for the construction of IHHL
under NBA in convergence with MGNREGS.
DWSC will assess the fund for construction of IHHL and other
activities like school & anganwadi toilet, IEC, training, SLWM, etc., as
per the total availability of funds.
DWSC will transfer the incentive of IHHL under NBA in respect of BPL
and identified APL (other than IAY houses) as per the requisition from
GPs.
After construction of toilet by the beneficiary GPs will transfer the
incentive amount of the toilet to the beneficiary preferably in their
bank account.
Incentive amount of NBA for construction of IHHL can be directly
released to the beneficiary from DWSC, if request for the same is
received from the beneficiary after proper verification.
