Challenges
FUNDING:
• ECO rates have dropped to a third of the original level
• Available GD finance far lower than expected (savings
low)
• Uncertainty over GDHIF
• Ensuring level of contribution is affordable
ASSESSMENT PROCESS:
• Significant variability in the quality of assessors
• Households on prepayment meters lack bill data needed
to give reports higher level of accuracy
• Non-domestic Green Deal Assessment very costly and
prohibitive unless heavily subsidised
• Problems with SBEM software
MEASURES:
• Contractually difficult when working in the private
sector to generate economies of scale due to
uncertainties
• EWI is a complex system that works best on simple
properties, additional costs are incurred in many
cases over the basic rates: quality of procurement
and tender process is critical
• Reliance on customer behaviour post installation –
in particular in relation to ventilation
