AT&L Business, Cost Estimating, and
Financial Management Career field
• Restructured
• Section 820 of the National Defense Authorization Act of
FY2007.
– Government Performance of Critical Acquisition
Functions established the goal for the Defense
Department to ensure that within 5 years of enactment
that key positions, to include cost estimator positions, are
performed by a properly qualified member of the Armed
Forces or full-time employee of the DoD for each major
Defense Acquisition Program (MDAP) and each Major
Automated Information System Program (MAIS).
Restructure of BCEFM
• USD (AT&L) John Young Jr. signed memo dated Dec 22nd,
2008.
• Directed the restructure of the Business, Cost Estimating
and Financial Management (BCEFM) career field to be
known as the Business (BUS) career field with two distinct
career paths
– Business - Financial Management (BUS-FM)
– Business - Cost Estimating (BUS-CE)
• Effective date 1 October 2009

• Each military department and the defense agencies have a
Director, Acquisition Career Management responsible for
the development and sustainment of the acquisition
workforce.

DACM Responsibilities
• Uniform implementation of DAWIA and the DoD AT&L
Workforce Education, Training, and Career Development
Program.
• Management of Component resources required to meet
DAWIA requirements, including quotas for DAU courses,
• Coordinating with DAU to ensure the learning and
developmental needs of the Defense Acquisition Workforce
are addressed.
• Supporting enterprise human capital initiatives to create a
high-performing Defense Acquisition Workforce.
