1. Introduction
1.1. What is Horizon2020?
Horizon 2020 is the biggest EU Research and Innovation programme ever with nearly €80 billion of
funding available over 7 years (2014 to 2020) – in addition to the private investment that this money
will attract. It promises more breakthroughs, discoveries and world-firsts by taking great ideas from
the lab to the market.
1.2. Objectives of Horizon2020
Horizon 2020 is the financial instrument implementing the Innovation Union, a Europe 2020 flagship
initiative aimed at securing Europe's global competitiveness.
Seen as a means to drive economic growth and create jobs, Horizon 2020 has the political backing of
Europe’s leaders and the Members of the European Parliament. They agreed that research is an
investment in our future and so put it at the heart of the EU’s blueprint for smart, sustainable and
inclusive growth and jobs.
By coupling research and innovation, Horizon 2020 is helping to achieve this with its emphasis on
excellent science, industrial leadership and tackling societal challenges. The goal is to ensure Europe
produces world-class science, removes barriers to innovation and makes it easier for the public and
private sectors to work together in delivering innovation.
Horizon 2020 is open to everyone, with a simple structure that reduces red tape and time so
participants can focus on what is really important. This approach makes sure new projects get off the
ground quickly – and achieve results faster.
The EU Framework Programme for Research and Innovation will be complemented by further
measures to complete and further develop the European Research Area. These measures will aim at
breaking down barriers to create a genuine single market for knowledge, research and innovation.
1.3. Horizon2020 programme structure
Horizon 2020 focuses on three main pillars:
 excellent science to strengthen the Union's world-class scientific excellence and make the
Union research and innovation system more competitive,
 fostering industrial leadership to speed up the development of technologies that will support
businesses and innovation, including for small companies,
 tackling societal challenges to respond to the priorities identified in the Europe 2020
strategy.
In addition, there are two horizontal programmes:
 Spreading excellence and widening participation
 Science with and for society
and three smaller blocks:
 EIT (European Institute of Innovation and Technology)
 JRC (Joint Research Centre)
 Euratom

1.4. Analysis of results

By using the publicly available databases of project and organizations in the Horizon2020
programme I have compiled a new overview of the participation of Dutch organisations in H2020.
The data used in this analysis has been updated by the EC on the first of September 2016. Only the
projects which have a signed Grant Agreement are taken up in the analysis.
Up to September 2016 the EC has allocated 15.506 M€ to H2020 participants, 1.225 M€ (7,9%) of
which is allocated to Dutch participants. In total 9031 projects have been signed from the start of
H2020, of these, 1499 projects have Dutch participants and 647 projects are coordinated by a Dutch
organization.
The objective of this analysis is to provide insight into the performance of Dutch organisations in
Horizon2020 and to provide a benchmark for H2020 performance.
Table 1 displays the top 20 (of in total 783) of Dutch organizations based on the total H2020 funding.

ERC grants
The European Research Council (ERC) awards grants to the best researchers in Europe. The ERC wants
to stimulate innovative research.
ERC Advanced grants allow exceptional established research leaders to pursue ground-breaking,
high-risk projects that open new directions in their respective research fields or other domains. The
maximum funding is 2.5 million euros. In the Netherlands 33 ERC-AdG grants have been awarded
with a total value of € 78.703.795.

1.4.2. Marie Skłodowska-Curie actions (MSCA)
The Marie Skłodowska-Curie actions (MSCA) provide grants for all stages of researchers' careers - be
they doctoral candidates or highly experienced researchers - and encourage transnational,
intersectoral and interdisciplinary mobility. The MSCA enable research-focused organisations
(universities, research centres, and companies) to host talented foreign researchers and to create
strategic partnerships with leading institutions worldwide.
Research networks (ITN): support for Innovative Training Networks
ITNs support competitively selected joint research training and/or doctoral programmes,
implemented by European partnerships of universities, research institutions, and non-academic
organisations.
The research training programmes provide experience outside academia, hence developing
innovation and employability skills. ITNs include industrial doctorates, in which non-academic
organisations have an equal role to universities in respect of the researcher's time and supervision,
and joint doctoral degrees delivered by several universities. Furthermore, non-European
organisations can participate as additional partners in ITNs, enabling doctoral-level candidates to
gain experience outside Europe during their training.
In the Netherlands 212 MSCA Innovative Training Networks grants in Horizon2020 have been
awarded with a total value of € 86.263.483.

Individual fellowships (IF): support for experienced researchers undertaking mobility between countries,
optionally to the non-academic sector.
Individual Fellowships support the mobility of researchers within and beyond Europe - as well as
helping to attract the best foreign researchers to work in the EU. The grant usually covers two years'
salary, a mobility allowance, research costs and overheads for the host institution. Individual
researchers submit proposals for funding in liaison with their planned host organisation. Proposals
are judged on their research quality, the researcher's future career prospects, and the support offered
by the host organisation. Fellows can also spend part of the fellowship elsewhere in Europe if this
would boost impact, and those restarting their career in Europe benefit from special eligibility
conditions. In the Netherlands 164 MSCA Individual Fellowship grants in Horizon2020 have been
awarded with a total value of € 28.784.930.

University Medical Centers
Within the Universities and higher education organisations (HES) the eight University Medical Centers
(UMCs) play a central role in life sciences and medical sciences in the Netherlands. Because the
VU/VUMC in Amsterdam, Radboud University/RadboudUMC in Nijmegen and the University
Maastricht/Maastricht UMC+ are joined entities it is not possible to compare the Horizon2020
performance in a clear and objective way.
The five independent UMCs which operate under their own PIC number can be compared:
