大學現代公民核心能力素養與課程 教學方案之研究以一所教育大學課群為例 顏佩如、劉健慧、吳芳慈 報告人：國立臺中教育大學教育學系 課程與教學碩士班研究生 吳芳慈 壹、緣起 • 公民教育的議題 1.歐盟則於2002年提出「八大關鍵能力」 2.國際教育成就評量委員會(IEA)於2009年提出國際公民教育 與素養調查研究(ICCS) 3.美國教育部於2012年提出「公民素養的學習與民主薰陶」 的報告 4.總統馬英九(2008)教育理念提及教育的終極目標在於 「培育具有健全人格、公民素養及終身學習能力的下一代」。 5.民國100年發布「中華民國教育報告書」，包括發展多元現 代公民素養，並於高等教育階段推行公民素養與通識教育 的結合。 壹、緣起 • 教育部在「現代公民核心養成計畫」中強調以公共性、自 主性及多樣性為精神，以倫理、民主、科學、媒體、美學 五大素養為範疇，希望能藉由全校之學習環境與制度陶塑 公民素養、通識教育與融合專業教育之教學改進課群及師 資培育與推廣等策略，來提升高等教育品質。 • 本研究即透過三個課群的合作，於課程中融入現代公民核 心能力素養，運用教師協同教學、課程統整、學生學習策 略、教學資源規劃等多元課程教學策略，並進行大學現代 公民五大核心素養與課程教學方案之問卷調查研究。 壹、緣起 • • • • 本研究目的有四： 一、探討公民核心素養與課程教學相關論述與研究； 二、發展以公民素養為主題之課程統整進行課程行動； 三、運用問卷分析個案班級之公民核心素養與課程教學 現況、差異、相關與回歸預測； • 四、運用以上研究結果，提出大學公民核心素養課程教 學方案之理論與實務的建議。 貳、文獻探討 • 公民素養與課程教學方案的探究 • 國內外學者在公民教育或公民素養的養成中，可 以透過建立小組學生負起其達成教育目標的合作 學習經驗及各種公民責任的模擬演練(戲劇表演) 和角色扮演活動、專題討論與辯論、參加專題演 講。此外，教師與教師間彼此合作、討論與學習， 進行協同教學。
