Existing Review Mechanisms (SDG 4)
• Since 2000, global monitoring of Education for All (EFA)
Goals and education-related MDGs (2 and 3.A).
• Annual Global EFA Meeting (member states, coconvening UN agencies &WB, CSO and NGO
representatives) set global strategic policy directions
and review progress.
• Since 2012, EFA Steering Committee (UNESCO
Secretariat) comprised of key actors and multistakeholder representatives.
• World Education Forum in May 2015 in Incheon, Korea,
current mechanism under review to better align with
global SDG review.
Instruments (SDG 4)
• EFA Global Monitoring Report (published annually
since 2002) = authoritative report for international
community to track progress of education goals.
• Global Education Monitoring Report = World
Education Forum in May 2015 reaffirmed revamped
report as key global instrument to track progress of
SDG 4, Targets and MOIs.
• Data source – UNESCO Institute for Statistics (collects
data from Member States and builds capacity on all
areas of UNESCO’s mandate e.g., education, science
and technology and culture and communications).
Instruments (SDG 6, Target 9.5, MOI
17.6 & 17.7 and SDG14)
• SDG 6 on water: World Water Development Report by
UN–wide World Water Assessment Programme, hosted
by UNESCO.
• Target 9.5 and MOI 17.6 and MOI 17.7 on Science,
Technology and Innovations: UNESCO Science Report
presents analysis of data on trends and policies to
investments in STI and R&D.
• SDG 14: UNESCO International Oceanographic
Commission, UNESCO will contribute to the monitoring
progress on oceans, seas and marine resources through
its well-established ocean observing and monitoring
systems.
Instruments (Targets 11.4 and 16.10)
• Target 11.4 on cultural and natural heritage: Periodic
Reporting on the World Heritage Convention by States
Parties examined by the World Heritage Committee and
included in the Committee’s report to the UNESCO
General Conference.
• Target 16.10 on access to information and protection of
fundamental freedoms: UNESCO DG biennial report on
The Safety of Journalists and the Danger of Impunity to
the International Programme for Development of
Communication; and the World Trends on Freedom of
Expression report.
