Introducing the data and practices
of the Research Laboratory in Finland
Satu Nurmi
Entrepreneurship Indicators Steering Group Meeting
Rome 5-6 December 2006
Background
Increased demand for comprehensive micro-level
databases for research purposes
 Rich linkable administrative register databases are
goldmines for empirical economic analysis
 The challenge: protection of confidentiality vs. providing
researchers with the relevant data cost-effectively


Development of micro data

Legislation
Statistical data can only be released in unidentifiable form,
with a few exceptions
 Data can be released for scientific research and statistical
surveys only
 Sample data on individual persons can be released to
outside researchers
 By contrast, protected data on enterprises can only be
accessed at the premises of Statistics Finland

Research Laboratory of enterprise data
Offers academic researchers the possibility to use
enterprise-level data in their research projects
 Operation started in 2001, around 20 projects/year


Customers from universities and research institutes

Basic setting up cost €883/project and a rent of €18/hour

Data guidance and customised research services are
central in the operation

On-line access considered as an alternative mode of use

Access rules
A user licence is required
 Statistics Finland’s Ethics Committee considers exceptions
 Data limitations:
 encryption of unit identifiers
 removal of sensitive information
 Physical limitations:
 on-site access
 conditions of use

An example of linking data sets
Background
information on
individuals is
aggregated to
establishment
level.
Data from different
sources are linked
through encrypted
establishment or
enterprise
identifiers.

Entrepreneurship in Business Data
Business Register
 identifies the number of entrepreneurs in each enterprise
and establishment (partly estimated)
 sectoral coverage and tracking of start-ups improved
 Financial Statements Statistics
 includes wage correction for the self-employed
 wage estimation based on data from the Finnish Centre for
Pensions and the Tax Administration
 Personal data in the linked employer-employee data FLEED
 identify those self-employed who exercise their profession
on their own account (natural persons)

Entrepreneurship research using the FLEED
When do employees leave their job for entrepreneurship?
Evidence form linked employer-employee data (Hyytinen &
Maliranta, 2006)
 Do foreign players change the nature of the game among
local entrepreneurs? (Maliranta & Nurmi, 2004)
 Analysing entrepreneurship with the Finnish linked
employer-employee data FLEED: Matching and qualitative
properties of the data (Maliranta & Nurmi, 2004)


Future research (Maliranta & Rouvinen)
Planned research on factors of success for entrepreneurs
 Using register data of National Board of Patents and
Registration of Finland
 business start-ups and owners in 2001 can be identified
 background characteristics obtained from the FLEED
and business data
 enterprises and persons can be followed based on the
FLEED -> situation after 3 years
