This can be done formally through the amendment
process,*** see page 223 or the next slide.
It can also be changed informally.
Consider the Constitution as a skeleton, or an
outline to prop up the government, with future
generations adding the ligaments, muscle, skin,
etc. Meaning the Constitution is open to
interpretation and can be adapted with the
changing times.
Elastic Clause (necessary and proper), Commerce
Clause, and the Supremacy Clause.

