1. Consistency and coordination
• Consistency and coordination between IRES/ESCM and
SEEA and SEEA- E is important (or even stronger: it is a
prerequisite).
• IRES has been finalised before SEEA-E is finished. This
lead to some open doors in IRES. The chapter on link to
SEEA had to be unclear and with a short discussion.
• We intend to use ESCM to move the process of
coordination between IRES and SEEA forward
2 Key energy concepts and statistics in IRES and
SEEA
• IRES include a discussion of use and user groups. Among
the users are the use in environment policy and
environment statistics. In SEEA environment concepts and
measurement is the core of the standard.
3 Data collection and statistics as a production
process

Modern views and strategy is to move away from the traditional single
purpose surveys. We will not have one system for data collection for
IRES and a separate collection of data (a survey) for SEEA –E.

The solution is: Collect once use many times – data
Important element will be: Integration and standardisation of collection
of energy data. Storage – data warehouse. Editing and quality checking
– standardisation of methods and procedures. IRES and SEEA similar
data model. Similart to how business data is used also in NA: When
data for Business statistics is collected it is taken account of the
demands from NA. Example is that Business stat (EU) request data at
enterprise level while NA claims data on LKAU (establishment level) the
business survey has to collect data at detailed level.
4. Residence or territory principle

Data on international use of resources by national
(residential) business units has not been given priority in
other fields than energy balances and energy accounts. For
Norway – international merchant fleet and aviation makes
the difference in figures of great magnitude.
5. Energy balances and industrial classifications
• One saying is that

classification. To this tha answer is both yes and no. The
explanation is that industrial classification is combined with
activity distribution like transport. We have to go forward
based on broad user consultations. At present we observe
some confusion.
