B. Statistical units and data items
Description of different statistical units (establishment, enterprise,
etc.)
Para 6.16. The statistical units should ideally be the establishment
and households. The establishment is recommended because
it is the most detailed unit for which the range of data required
is normally available
Para 6.17. However, the choice of statistical unit can be guided
also by factors such as purpose of the study, users need, the
availability and quality of requisite data. Therefore, the
enterprise also can be used as the statistical unit.

C. Reference list of data items
• List for use in national energy statistics
• Compilers are encouraged to use the list of
data items as reference in order to develop a list
in accordance with their own statistical
circumstances, respondent load and available
resources and, after having determined the data
items to be placed in the list, should use the
definitions presented consistently

How data items are organized
Five groups of items:
(i) data items on the characteristics of statistical units,
(ii) data items on energy stocks and flows;
(iii) data items on energy infrastructure;
(iv) data items for of the economic assessment
performance of the energy industries as well as the
energy users; and
(v) data items on stock of underground resources
