Scenario Planning
Phase 1 – Prioritising Drivers
•October 2004 Henley Centre began work with
the LSP on the scenario planning project.
•Phase one: stakeholder interviews and deskbased research.
• University of Salford Workshop 20th December
2004 – prioritisation of drivers.
Scenario Planning
Phase Two: Development of outline scenarios
• Workshop 21st March 2004 – development of scenarios
looking at the implications for Salford, the ‘winners’ and
‘losers’ under each scenario and the risks and
opportunities that will be present.
Phase Three – Vision and Priorities
• Identification of a vision and a set of strategic priorities
that can inform the development of the community
plan.

• End April 2005 – Each Strategic Delivery
Partnership develops more detail under their
strategic priorities.
• July 2005 – LSP considers first draft of overall
Community Plan – amendments follow.
• October 2005 – LSP considers final version of
Plan.
• November 2005 – Formal launch of Salford’s
2nd Community Plan.
