Regional Workshop on Approaches to the
Implementation and Monitoring of Communitybased Ecosystem Approach to Fisheries
Management (CEAFM) [IP1]
Heads of Fisheries meeting
01-04 March 2011
SPC Noumea, New Caledonia
Purpose:
• Bring together main stakeholders from both National
Governments Conservation and Fisheries departments,
regional and international NGOs & other organizations
working in the CEAFM field, to try and find common
ground between the fisheries & conservation
approaches in the Pacific (29th Nov - 3rd Dec 2010)
• Funding support from EU SciCOfish project for 15 ACP
countries
• 73 participants from a mixture of PICT national
fisheries, conservation departments, NGO and CROP
representatives
• Small group sessions used to facilitate discussion on key
questions
Objectives:
• Act as forum for discussion to seek common ground
between coastal fisheries management & environmental
approaches to ecosystem based management at
community level.
• Building collaborations between fisheries &
environmental sectors, with the aim of working closer
together where possible
• Standardising approaches to managing marine
ecosystems, focusing on complementary activities
• Developing / delivering common messages on key issues
• Using cooperation an coordination to achieve better
levels of service delivery
Presentations/discussions focused on:
• Current status of CEAFM and monitoring/possible
effects of CC
• Fisheries and Conservation approaches to CBFM
• Monitoring for fisheries and conservation purposes
• Collaborations and cooperation and how key players can
work together
• PICT participants were able to discuss the main issues
they face
• 12 Outcomes/recommendations developed during the
workshop and finalised on the last day
Some key recommendations:
• SPC promote /encourage interagency cooperation and
collaboration at national and CROP level
• Support the review /development of legal frameworks
need to support CEAFM
• Collect & provide economic information to highlight
economic and social value of coastal fisheries
• Facilitate / encourage exchange of ideas/lessons learned
and accelerate the introduction of suitable adaptive
management approaches
• SPC promote the need for appropriate levels of
resourcing for CEAFM implementation [encourage gov’s
to provide national support and seeking funding ]
Some key recommendations:
• SPC make use of NGO and Environment departments to
distribute CEAFM educational / awareness material
• SPC produce a brochure/poster for communities on CC
short term predictions , effects on communities/fisheries
• Facilitate working group to develop monitoring and
information strategy
Next Steps:
• Developing monitoring strategy: (2rd quarter 2011)

data
Include reference to appropriate standard monitoring
methodologies
Explore low cost and qualitative options, e.g. market
surveys, creel surveys etc
