Component 2: Coastal
Outline
• Result for Component 2 – Coastal
• High level indicators and some highlights from
2014 (Lindsay Chapman)
• Overall highlights from invertebrate work for
the project (Kalo Pakoa)
• Overall highlights from finfish work for the
project (Bradley Moore)
• Overall highlights from information and
database work for the project (Franck Magron)
Result for Component 2 – coastal
• P-ACP governments, private sector and
communities are equipped to monitor coastal
fisheries to provide scientific advice in support of
sustainable management of these resources.
• There was no change to this after the mid-term
review, however, the performance/success
indicators changed slightly.
Result for Component 2 – Objective and
Purpose (from 2014 project addendum)
• Objective: At lease some management measures
adopted in each of 6 coastal areas
• Purpose: At least 6 P-ACP countries adopt coastal
fisheries management measures in line with
project recommendations.
• These are very similar and will be covered under
the more specific performance indicators.
High level performance/success
indicators (from 2014 project addendum)
• Country specific needs prioritised for all P-ACPs.
• Activity undertaken through:
•
•
•
•
•
“Joint country strategy” when SPC was doing this
Country visits by staff
Heads of fisheries meetings
SciCOFish project steering committee meetings
Individual country request as priorities changed
• Activity was completed in late 2013/early 2014
High level performance/success indicators (from
2014 project addendum) cont.
• Assessments and management recommendations given for
at least 6 major coastal fisheries focusing on commercial
invertebrates.
• Management measures adopted for BDM in Cook Islands, Solomon
Islands, Marshall Islands, Samoa, Kiribati, Tonga, Fiji and Vanuatu
• Trochus in Samoa; coconut crabs in Niue; anadara in Kiribati; green
snail and lobster in Vanuatu
• Manual developed “assessing tropical marine invertebrates” with
recommended density thresholds.
• Information sheets for community managers.

Partial
• Cook Islands: Good uptake of training with good
impact, same with advice
• Vanuatu: Good awareness, but other areas only
partially taken up.
High level performance/success indicators (from
2014 project addendum) cont.
• Standard monitoring protocols
implemented and sustained in at
least 6 P-ACPs.
• UVC for finfish in 6 countries, but
being phased out …… no manual
• Biological sampling in 10 countries
to set a baseline.
• Invertebrate survey methods being
used widely in the region
High level performance/success indicators (from
2014 project addendum) cont.
• Creel and market survey data
collected in 4 countries and staff
trained to conduct these surveys.
• Creel survey protocols introduced
to 5 countries so far with interest
growing
• Manual in final draft stage for
market and creel survey
methodologies + database
High level performance/success indicators (from
2014 project addendum) cont.
• Regional data repository maintained and
national data provided for back-up from
at least 6 countries/fisheries.
Data collected with SPC staff
• Data for invertebrate & climate change surveys
• Creel & market database and associated data
Data collected independently by countries
• Invertebrate surveys (4 countries)
• Socio-economic data (2 countries)
• Aquarium trade data (3 countries)
• Other datasets provided for backup
2014 activities – Result 2.2: Develop local
capacity to implement field monitoring protocols
• In-country UVC training for invertebrates
in Samoa(11), Kiribati (6) and Niue(8)
• Creel survey and biological sampling
training in Tonga (13), Palau (9) and PNG
(9).
• Otoliths for aging and fin clips for genetic
work on selected finfish species …..
covered in later presentation
2014 activities – Result 2.3: Develop and
implement secondary data collection protocols
• Two sub-regional workshops on
the use of database and queries
for creel surveys (13 countries)
• Last of the mini-servers installed
in FSM with training in the use of
GIS for better presenting results.
• Export database training
conducted in collaboration with
aquarium trade project funded
by Australia.
