永續的意涵
「永續」(sustainability)的概念一般將其視同
「可維持性」，及如何使改革持續到最後。
Hargreaves 和 Fink(2003)將「永續」定義為一道
德、空間以及時間上的議題，換言之，「永續」不
只是意味著某件事能否持續，永續特別強調特定的
創始事物能夠持續發展，而不致危害其他周遭的環
境，和現在及未來的事物。

永續的意涵
Anderson與Stiegelbauer（1994）提到:
教育改革理論以及改局當局多年來所關心的議題在於，
如何將「完成」應用在改革上，從初始的應用到整合所
有的努力與實踐，以長遠地影響教師，而非僅暫時性，
而學校的發展亦需要透過永續的經營，持續的進步，才
能塑造出最優良的學習環境，幫助學生學習成長。
Hargreaves與Fink（2000）指出，永續不僅僅只代表著
延續，其更說明初始可以在沒有其他環境的情況下讓步，
而持續地發展，不僅是現在，更發展至遙遠的未來

永續發展的定義
從生態學的角度，最初應用於林業與漁業，
乃指對資源的一種管理策略，意即將全部資
源中合理的一部份加以收穫，使得資源不受
破壞，而新成長的資源量足以彌補所收穫的
數量。
1980年世界保育方略提出永續發展一詞，以
及1987年世界環境與發展委員會（World
Commission on Environment and
Development）對永續發展所做的定義：「永
續發展是滿足當代的需求，但不危及後代滿

永續領導的內涵
永續領導（sustainable leadership）的概念最早由
Hargreaves與Fink所提出，其定義永續領導為一種廣佈與持續，
一種責任分擔，其並非不當地用盡人力或財物資源，而是避免
對周遭的教育造成負面的影響。永續領導對於其影響願意發出
主動的承諾，並且建立組織差異性的教育環境，以提升在社群
環境共同學習和發展的良好想法與成功實踐。
永續領導（sustainable leadership）是一種對所有關係人維
護、提升其深廣學習的目的；永續領導，如同永續進步般，始
於強而堅定的道德責任，因此發展出令人信服的更新（renew）
是其核心概念（NCSL，2006）。

(一) 強化永續領導的觀念並建構永續學習的環境
透過「學習型組織」的建構與運作，傳承給新進資淺的
行政同仁，將可有效延續學校行政的智慧資本；而在學
校教學層面，也可透過「同儕教學視導」制度的實施資
深將優良教師的豐富教學經驗，進行教學經驗的有效傳
承，並能有益於學生學習成效的提昇。

(二) 掌握校務發展的持續性及計畫性，以維持校務的穩健發展
學校領導者必須採取計畫性的變革措施，研擬學校發展的中
長程計畫並逐步加以推動。如此，自然能消弭學校組織成員
抗拒變革的力量，進而維持學校穩健的成長與進步。另一方
面，如果能採取漸進與計畫性的變革措施，亦有利於學校的
長久發展。

學校經營的永續領導策略
(三) 透過校務會議的決策機制，延續學校經營重要計畫
將重要的校務經營計畫或學校行政措施，透過民主化
的校務會議決策機制形成決議，避免學校經營發生
「人去政息」的現象，建立延續優質學校文化的機制
是必要的為期學校的優質文化傳統能永續不墬。如此，
則能使學校重要經營計畫的執行，不致因為人事更迭
而受到不利的影響。

心與參與的熱忱，同時，應堅持正確的教育理念而不隨
波逐流，面對學校經營困境與挑戰時，有勇氣將學校的
