agricultural census the context of Global Strategy for
Improving Agricultural Statistics
the role of agricultural census in obtaining indicators for
monitoring MDGs and small farmers interests
establishing linkage between agricultural census and other
major statistical undertakings such as population census
adoption a modular approach for the census taking new data
items on agricultural services, agricultural practices and
aquaculture
community level data fro decentralized planning
recent examples from the region
Redefined Objectives and Wide Scope

Conventional Objectives
–
–
–

internationally comparable data on structural aspects of agriculture,
benchmarks for current agricultural statistics
obtaining frames for agricultural sample surveys
New Objective
monitor progress towards global development targets, in particular
the MDGs
(linkage between agriculture, food security and poverty)
–

Wider Scope
–
–
3
The option of combining the agricultural and the aquaculture censuses is
included;
The option to include all rural households that are not agricultural
producers is considered;

Integrated survey programmes
Master samples
Integrated data bases
Agricultural census/survey programme consists of:
Census of Agriculture:
– core census module (complete enumeration):16 data items
– census supplementary module(s) (sample enumeration):12 themes
with 87 data items
– Community level data: 32 data items
Thematic agricultural surveys: in-depth surveys to be undertaken after the
agricultural census, using the agricultural census as a frame.

Development programmes
Use of the new approach: Niger

Niger was one of the first country to implement the modular approach
to Census of Agriculture recommended in WCA2010. Ten modules, as
separate surveys or items in the same survey were implemented :
–
–
–
–
–
–
–
–
–
–
9
Module 1: Listing of agricultural households in selected Enumeration
Areas.
Module 2 : Survey on crop sector.
Module 3 : Enumeration of water points for livestock
Module 4 : Enumeration of livestock, including nomadic livestock
Module 5 : Survey of horticulture sector
Module 6 : Food Security.
Module 7 : Productivity of agricultural holdings
Module 8 : Farmers organisations
Module 9 : Livestock productivity.
Module 10 : Marketing of livestock products
Use of the new approach: Panama


10
Panama is considering using the opportunity
of Population Census to get information on
small scale agriculture, i.e. “Huertos
Caseros”.
Linking population census with agricultural
census will be a cost-effective option for
many countries.
