Why was the Countess selected to pilot PACS?
 Project manager & board already in place since 2003
 Demand for PACS from clinicians & Executive commitment to fund
 No other major NPfIT distractions (replacing PAS etc)
 Very sound technical set up – applications & infrastructure
 Proven track record for delivery
