Who should be involved

•There are intermediary
structures to reach grass root
organisations (Croatia, BiH) and
capacitxz building programs
aiming to strenghten them (BiH,
Serbia). Sometimes their
mecchanisms are ineffective,
not reaching out outside capitals
and big CSOs. Best practices and
not so good practices should be
studied and the principles and
processes identified which were
successful and applied in the
future. Lessons should be
learned fom each other; interim
monitoring /assessment how it
functions should be done;
capacity building programs
should be part of it
stakeholders affected with this
structure who/
- ongoing-
-donors;
-Bigger NGOs;
-Citizens;
