Community Background
Purpose/Mission
•From OPNAVINST 1534.1C MERCHANT MARINE RESERVE, U.S.
NAVY RESERVE PROGRAM 13 JUN 2007: “The mission of the MMR is
to maintain in the U.S. Navy Reserve an organization of Merchant Marine
officers, composed of a corps of actively sailing members who are trained to
operate merchant ships as naval auxiliaries, and a shoreside cadre assigned to
Navy supported commands that support strategic sealift readiness.”
•MMR MMIRRG officers provide a guaranteed source of licensed
emergency crew via military recall.
•MMR SELRES officers serve to meet maritime expertise requirements in
MMR hard coded billets and other available billets using their unique skill
sets.
•In all cases, continued superior performance in billets or positions of
increasing responsibility or difficulty is desired. The officers should be
adding value to the Navy.

MSO= Military Service Obligation
*MMR should be sailing in the first 5 years after commissioning
unless receiving MARAD waivers or on active duty (USMMA and SIP
graduates only). Those MMR who are not required to sail are
encouraged to be in the SELRES or VTU.

If shoreside, then join SELRES. Professional progression in maritime industry.
Priority 1: Join SELRES MSC Unit such as EPU or MMROCH.
Priority 2: Join SELRES Non-MSC Unit such as INTEL & NCAGS.
Priority 3: Support USTRANSCOM & SDDC on ADT & ADSW.
Quality shoreside officers participate in SELRES, ADSW & Recalls.

Chief Mate or 1st AE
Master or CHENG
Sailing MMR must show continued superior performance as determined by FITREP scores or narrative
Current unlimited license (MMC) and STCW, annual ADT and NOB FITREP,
ADSW or extended ADTs, IPA orders, quality retirement years desirable.
Priority 1: Support MSC field commands on ADT & ADSW.
Priority 2: Support RRF ships at MARAD field commands on ADT.
Priority 3: Support MMR Program as SEALOG OIC or MMIRRG Instructor.
Quality sailing officers have upgraded licenses & are STCW95 compliant.

- Obtain observed or NOB FITREPS that show sustained superior performance
• Manage service record
- Submit an Annual Report by 01MAR each year to verify CEI and POC info

- In Navy Reserve: Program Manager, Program Sponsor, Recall opportunities,
SELRES billets
- In maritime industry: Afloat & Ashore
• Advanced Education (Graduate Degree & JPME)
• MMR Designators: 1625 MMR Deck, 1675 MMR Engineering, 1665 MMR Deck
and Engine, 1695 MMR Communications
