MEDIA ADVISORY - Update 1
The Conference on Afghanistan will be held on 5 October 2016 at the Council of the European
Union - Justus Lipsius building (175 rue de la Loi, Brussels). The conference side events will be
held on 4 October 2016 at the European Commission Charlemagne building (170 rue de la Loi,
Brussels).
1. MEDIA ACCREDITATION
Journalists holding a European Council 6-month badge do not need to register (6-month badges
not yet collected will be available at the LEX building).
For other journalists, applications for accreditation can only be made on-line:

If this is your first registration, please make sure you have a recent ID-size photograph in
JPEG format (.jpg) and the number of your passport or identity card ready before starting
the online process.
You will receive an acknowledgement of receipt by email. Please read it carefully as it
includes the list of original documents you will be asked to provide when collecting
your badge. Depending on your profile, the requested documents will include: Passport or
ID card, press card and/or a letter from your editor-in chief as well as the signed original of
your authorisation for security screening (only for media representatives of Belgian
nationality or resident in Belgium). The press centre may contact you to request additional
information if necessary. No accreditation badge will be issued if you cannot provide
all required documents.
Under certain conditions it is possible to organise a group registration/collection of badges
for journalists working for the same media. Select group registration at the beginning of the
accreditation process and follow the instructions. Group collection is not available if this is
the first time you attend an event organised by the Council.

Accreditation badges must be collected at the LEX building, 145 rue de la Loi, Brussels

2. INDICATIVE PROGRAMME OF THE CONFERENCE (5 OCTOBER)
The programme is indicative and subject to changes.
All the proceedings of the conference, including the final press conference, will be live streamed by
the host broadcaster : http://video.consilium.europa.eu/en/
3. SIDE EVENTS
Two side events will take place on 4 October at the European Commission's Charlemagne building
(170 rue de la Loi, Brussels).
The event "Empowered Women, Prosperous Afghanistan" (14:00 - 18:00) will be open to the press
and accessible using the same press badge as for the main conference.

The event with the title "Regional Economic Cooperation – Regional Integration and Prosperity will
gather representatives from regional and international partner countries, as well as from
international organisations (no media opportunity).
4. PHOTO/TV OPPORTUNITIES
Arrivals/Departures and press conference are accessible to all accredited media.
Due to limited space, media wishing to participate to photo/TV opportunities A or B (see above in
the programme) should send a request to [email protected] before 29 September
2016. Group cards will be attributed on a first come, first served basis and to ensure an
appropriate geographical coverage.
5. PRESS CENTRE
A press centre will be installed in the Justus Lipsius building (JL).
The Opening hours will be :

4 October : from 7.30 until 19.00

5 October : from 7.00. The closing time will be announced depending on the proceedings of
the meeting (minimum three hours after the end of the press conference). Access on 5
October will be possible only with a special "Afghanistan Conference" badge or a
European Council 6-month badge.
The press centre facilities will include:
−
Press areas for images and doorsteps at the two VIP entrances (VIP entrance 02 and VIP
entrance 00 Loi);
−
Around 500 workstations equipped internet Wifi connection (network "ConferenceNet" - no
password required) and power supply;
−
A limited number of telephone and ISDN connections;
−
Closed-circuit television carrying host broadcaster pictures and press information will be in
operation throughout the press centre;
−
A main press conference room (level 00) for the final press conference;
−
Briefing rooms for non-EU delegations will be located on level 20. EU-delegations will use
their usual briefing rooms located on level 10, 01, 02;
−
Meals, refreshments and light cold meals can be bought at self-service restaurant on level
01 or the press bar on level 00.
NB/ Media representatives may reserve work spaces by means of a label indicating their name
and media organisation. The press office cannot reserve work spaces. Reserved spaces not
occupied at the beginning of the conference may be taken by others.
DELIVERY AND REMOVAL OF TECHNICAL EQUIPMENT
•
Delivery and installation of technical equipment
Delivery and installation of technical equipment must be carried out between 07.00 and
17.00 on Tuesday 4 October only via the following entrance points:
o

"Froissart", Rue Froissart 112: for vehicles up to a maximum height of 2.30 m;
"Etterbeek", Chaussée d'Etterbeek 70: for vehicles exceeding a height of 2.30 m.
After the equipment has been unloaded, a member of the security office will accompany
you to the press centre. A few trolleys will be available. Delivery vehicles must leave the
area of the Justus Lipsius building immediately after unloading.

Removal of technical equipment
The equipment must be removed, depending on the end of the meeting:

on Thursday 6 October, after the security perimeter has been lifted; or
on Friday 7 October between 08.00 and 18.00 (to be confirmed) via the Etterbeek
entrance.
Please send your request before 17.00 on 23 September specifying:
1)
the name of the transporter of the equipment or the media team;
2)
the names of team members;
3)
the registration number of the vehicle delivering/collecting the equipment;
4)
the expected time of arrival

6. AUDIOVISUAL FACILITIES

Facilities for TV & radio stations
The press centre will include:

TV editing rooms with telephones and ISDN connections, equipped for reception of the
host broadcaster's TV signal.

Satellite vehicle parking/booking of stand-up positions
Parking places for satellite TV and radio broadcasting vehicles are located on the Place
Jean Rey behind the Council building. Fibre connections with the matrix room in the Justus
Lipsius building will be available.
In order to park on the place Jean Rey, you must send your request for a parking permit to:
[email protected] by 17.00 on 23 September at the latest and include
the following information: registration number, name of driver and telephone number.
Permits for satellite vans will be issued by the security service, and any changes to the
above information after the deadline could result in difficulties or delays in gaining access.
A limited number of live stand-up positions will be located in the Atrium (mezzanine).
Advanced booking is essential.

Radio and TV studios
The Council radio and TV studios can be reserved for interviews with members of the

7. HOST BROADCASTER
The Council audiovisual service will be the host broadcaster of the conference.
All host broadcaster footage can be downloaded in broadcast quality (MPEG-4 - 16/9 format) on
http://tvnewsroom.consilium.europa.eu (arrivals, doorsteps, round table, family photo and press
conferences).
A selection of photographs taken by Council photographers will be published on
http://tvnewsroom.consilium.europa.eu/photos. The high-resolution photographs can be
downloaded and used free of charge for non-commercial use (provided the copyright "European
Union" is mentioned).
Europe by satellite may also broadcast part or all the conference proceedings. For more

8. VISAS
Media representatives must hold a valid visa, if required, to enter the Belgian territory. They have
therefore been advised to obtain their visa in advance by presenting the necessary documentation
to the Belgian consular office competent for their country of residence.
Once the request for accreditation is completed online, you will receive an acknowledgement of
receipt by email. You must print this email and include it to your visa request. We strongly advise
media representatives to apply for a visa as soon as possible.

Please note that media representatives needing a visa to access the Belgian territory were advised
to request accreditation before 22 August.
9. SECURITY MEASURES
Access to the Justus Lipsius building will be through a dedicated security point and on presentation
of the nominative accreditation badge and proof of identity. All participants will undergo a security
check. Any additional security measures will be communicated at a later stage if relevant.
10. ACCOMMODATION & OTHER PRACTICAL INFORMATION
The General Secretariat of the Council does not organise centralised booking for media
accommodation.

Please note that no transport will be organised from hotels to the Justus Lipsius building. Media
representatives can find information on public transport in Brussels on the following website:

The conference venue is close to the Schuman metro station.
