Alignment of Committee Name & Charge
Charge:
The Committee shall advise the
Barrington Town Council on short and
long term strategies to promote energy
efficiency, thereby creating savings and
reducing the environmental impact of
town energy use through conservation
and the use of sustainable energy
resources. CREB will also provide
education and assistance to the citizens
of Barrington in attaining the above
objectives. The CREB shall endeavor to
reach out to other communities and
organizations in the region to further its
mission.
Adopted by the Barrington Town
Council on November 5, 2007

Recommendation:
The CREB should be
renamed the “Energy
Committee” to better
reflect the Charge from the
Town Council, especially
because energy efficiency
and renewable energy are
equally important parts of
the Committee’s Charge.
However, the Committee
recommends to the
Council that the Charge be
re-examined on a regular
basis, with
recommendations made to
the Town Council by the
Committee.

Potential Solar System on Closed Landfill
• Potential Opportunity
– CREB has identified closed landfills as potential solar energy locations
– A solar system could be installed after the re-capping is complete
(approximately two years)
– Barrington could partner with a project developer through a lease or
other arrangement
• Request of Council
– CREB requests Town Council concurrence to move ahead with process
of investigating the opportunity and educating the CREB, the council
and the community
• Recommended Next Step
– Host a workshop jointly with other relevant boards and commissions
– Invite potential vendors to present approaches, best practices and
lessons learned from other projects

Examples of municipal energy efficiency initiatives to date:
– Conducted Energy Efficiency Engineering Analysis Reports of Town
Hall, Library & Public Safety buildings
– Upgraded lighting at all municipal buildings through RISE energy
efficiency programs
– Used National Grid incentive programs to
• Install two high efficiency boilers at Library
• Install computerized energy management system at Library
• Install tankless hot water system at Library
• Install two high efficiency boilers @ Public Safety building
– Installed LED lighting in Town Council chambers
– Installed LED lighting in town-owned streetlights
– Installed new heating & ventilation units in Town Hall

Examples of school energy efficiency initiatives to date:
– Whole Building Analysis completed at High School as a result of
achieving Energy Star rating
– Replaced interior lighting with energy efficient fixtures & lamps at all
school buildings
– Replaced exterior fixtures with fluorescent technology
– Installed computerized heating and ventilation controls at all schools
– Converted two remaining schools from oil to gas heat
• All school buildings now on gas
– Installed insulated roof systems on all elementary schools
– Installed skylights in hallways at Primrose & Nayatt schools allowing
hallway lighting to be turned off on most days
– Used incentives and grants to minimize cost to town
