PROJECT BACKGROUND
Client Brief:
• 4 star Green Star tenancy fitout for the
Western Region Branch of DERM.
• A single level office in an existing three storey
commercial building, Located in Toowoomba, Qld.
ESD Project Objectives:
• Improve indoor environment quality for the
occupants of the tenancy,
• Minimising the potential energy consumed.
• Focus on using sustainable materials in the fitout.

THE PROCESS
1. Client initiated project & requested 4 star Green
Star result. Funding from EPA & QGAO (50% each).
Building owner paid for half of Solatubes.
2. Design, Research and Specification Writing.
Approx. 8 months from inception to end of
Construction Documents.
3. Start up Green Star meeting with contractors, going
through the Green Star requirements. Handed over
template letters for suppliers and deliveries.
THE PROCESS
4. Construction: Q-Build. Approx. 2 months
from beginning to practical completion. Project
Services design team worked closely with QBuild Construction Manager during
construction.
5. Green Star Submission Compilation took
approx. 6 months after PC to complete.
Note: The project was completed entirely within
DPW without the aid of any external ESD
consultant or Formal Peer review.

BENEFITS
• Improved Indoor Environmental Quality through:
Individual comfort control from the workstation
screens
Indoor Plants
Low VOC paints, adhesives and sealants used
Flexible lighting and dimmable sky lighting system
• Lower Energy use through:
Zoned lighting & air conditioning services, giving user
control over building services. Occupants have the
ability to reduce their energy use in the tenancy by
turning off areas not in use.
• Reduction of waste to land fill through:
Collection of office recycling waste.
Construction waste was minimised.
BENEFITS
This Green Star tenancy was a catalyst for
operational change in the tenancy & the
construction process. The design & construction
knowledge gained from this project was certainly
valuable and has had a positive influenced on
other government projects!
• Budget
This Green Star tenancy was achieved within the
construction budget. The tenancy construction
costs were between 10~15% more than a typical
tenancy fitout of this size.

LESSONS LEARNT
ON THIS PROJECT
• The design team & GS AP needs to be available to the
construction team to solve issues quickly & effectively.
• Be proactive with all the contractors, including the subcontractors throughout the construction process.
• If team members change during the design &
construction process, allow for a long “cross over” time.
• If people are not motivated to get involved in the Green
Star process & the submission, don’t expect decent
Green Star documentation from them.
• Standard contracts need to be improved to handle the
Green Star requirements.

EPA Toowoomba is the first Office Interiors Green Star rating in
Queensland. The first OI project to achieve their desired rating on
a round one submission.
