1999-2013
First 5 Lake: Timeline
• 1998: Proposition 10 was passed by California Voters providing
tobacco sales tax revenue, distributed to counties based on birth
rate, to support programs & services focused on the needs of
children prenatal-5 years old and their families.
• 1999-2000:
• Lake County Children & Families Commission established via
Ordinance 2452, as amended. Now known as First 5 Lake
Commission.
• Completed First 5 Lake Strategic Plan.
• Conducted first competitive proposal process for allocation of
funding.
• 1999-2013: On average, over $750,000 per year of funding was
provided through First 5 Lake to fund programs and services
related to child development, health and family functioning.

• More children have received developmental screening and
referrals early in life to ensure that they enter kindergarten
ready to learn.
• More children have received an oral health screening to
ensure that they are free of dental caries and pain in support
of good overall health, nutrition and school readiness.
• More children are able to grow up in safer, more supportive,
and healthier environments through parent/caregiver
outreach, education and support.
• More families with children prenatal-5 years old have access
to an integrated, collaborative and coordinated system of
services.
