provided for review as part of the Type A Water
Licence Application.

frozen foundation to prevent seepage. INAC found
modeling was not conservative and requires using a
more realistic or conservative thawing n-factor to
ensure the foundation will remain frozen, preventing
impacts to the environment.

modeling period.

Areas have not been fully assessed. The potential
for these impacts has not been evaluated
sufficiently by Sabina. Therefore, the resulting
significance is unknown.

applied that requires Sabina to develop and
implement a monitoring and mitigation plan to
ensure long-term containment of the Tailings
Storage Facility and Waste Rock Storage Areas.
 The plan should detail when and how mitigation
options will be applied.
 The determination of the adequacy of frozen
conditions should focus on the goal of long-term
containment rather than meeting currently modeled
predictions.
 Long-term does not refer to a specified period,
rather, it refers to as long as is necessary to
provide confidence that there will not be any
significant residual impacts as a result of the
project.
 Further, Sabina is strongly encouraged to
undertake a pilot waste rock and/or tailings
containment program as part of operations to aid in
determining the effectiveness of their proposed
design.

groundwater quality monitoring program
for the Waste Rock Storage Areas. If

part of the Type A water licence
application.

Recommendation:
 In order to effectively monitor the socio-economic
impacts of the Back River Project, INAC
recommends that the Proponent, in collaboration
with INAC, the Government of Nunavut and the
Kitikmeot Inuit Association, work to finalize the Draft
Terms of Reference for the Back River SocioEconomic Monitoring Working Group that has been
designed to guide and oversee the Back River
Socio-Economic Monitoring Program.
 The Proponent is also encouraged to work with
these agencies to review and finalize the Back River
Socio-Economic Monitoring Program. Specific Terms
and Conditions to address these recommendations
were put forth in INAC’s final written submission on
the project.

raised have either been resolved or could
be resolved with the implementation of
commitments or terms and conditions
applied to the project.

measures which are intended to reduce
this risk.
