What must happen in general?
• A joint standard must be opened through ANSI.
Number J-STD-068 has been reserved for this work.
• Joint publication between TIA and T1 is possible.
ATIS and TIA have given the go-ahead to proceed.
• Generic document template to be created so all subdocuments have same look and feel. This task has
been assigned to Greg Slingerland and has begun.
• ANSI requires a single “lead” for the overall
document, this still allows for T1E1 or TR41 to “lead”
formulating groups for each of the sub-documents.
TIA has been proposed as the main SDO.

What must happen to TIA-968?
• Changes planned prior to now, are still to be made
• Divided into sub-documents according to new plan
• T1E1 DSL sub-document shall include ADSL
material from TIA-968 and be completed in same
time frame as other documents.
• Write Index and General Overview sub-documents
• When J-STD-068 submitted to the ACTA, must
request that TIA-968 be rescinded by TIA and the
ACTA.

What must happen to T1.TRQ.6-2001?
• Plan ahead for next revision and see if it can
coincide with move of TIA-968 to new structure (not
gating to TIA-968 plans).
• Rewrite under new document number
• Include ADSL criteria from TIA-968
• Write test methods for all criteria (currently there is
nothing).
• If not coincident with new document then to
supercede TIA’s DSL sub-document.
• When submitted to the ACTA, must request that
T1.TRQ.6 be rescinded by T1E1 and the ACTA.

What must happen to TSB-31?
• Existing work to update test methods can continue
except that integrating it into final document is not
required.
• Be sure to write test methods for all criteria that is in
TIA 968 and Part 68
• Individual sections to be divided into new document
structure as TIA-968 is divided up.
• Project for TSB-31-C can be closed afterward since
it will never be published.
• When J-STD for test methods published by TIA,
must request that TSB-31-B be rescinded by TIA.

What must happen to TSB-129-A?
• Section 9 on component approval contains
requirements and must be moved to J-STD-068.
• Work to publish TSB-129-B with only references to
the requirements now in J-STD-068 needs to occur
within TR41.11.

Who needs to be involved and when?
• TR41 and T1E1 have gotten approval to adopt the
general concept on 23-Aug-2002. They gave
approval on the detailed plan on 22-Nov-2002.
• ACTA needs to be informed of this upcoming
changes and be asked to comment if they see any
concerns. A joint letter will be sent after Nov meeting.
• The FCC also will be informed via a joint letter.
• The finalized document migration plan was
communicated to:

What is the SDO Agreement for Joint Standard?
• All technical requirements and test methods from
either T1E1 or TIA intended for adoption by the
ACTA are to be included in this joint document and
not published and submitted separately.
• There will be a lead SDO chosen for each subdocument based on who has the best technical
expertise in the given area (new or revision).
• Any project to be opened by either T1E1 or TR41 on
this document will be communicated to the other.
• Involvement by the non-lead SDO during subdocument development or revision, will be obtained
as needed

What is the SDO Agreement for Joint Standard?
• All sub-documents (new or revised) are to be jointly
balloted by both T1E1 and TR41.
• Ballot comment resolution is to be conducted during a
joint meeting of the appropriate T1E1 and TR41
committee or sub-committee.
• All sub-documents will be published by T1 and TIA.
• Formal submission to the ACTA of a newly published
sub-document to be done by its lead SDO.
• Sub-documents with technical requirements will be
submitted to the ACTA for formal adoption.
• ACTA will need to clarify submission procedures for
completely informative documents (e.g. -000).

Schedule (very tentative)
• TSB-31 revision to be complete Spring 2003, this is
the technical changes not the editorial structure
• TIA-968 next technical revision complete Summer
2003 (not the version currently under ballot)
• First publication of TIA-968 and TSB-31 parts as JSTD-068 to be complete Fall 2003.
• T1.TRQ.6 technical revision not yet planned
• Publication of second revision of DSL portion to
include T1.TRQ.6 not yet planned.
