Introductions
• According to 16m SRD, IEEE 802.16m shall provide support for handover
with other RATs
– Provide service continuity during Inter-RAT HO is also recommended
• One functionality of Inter-RAT is support MS scanning of other RATs
– It can be divided into single-receiver MS scanning and multi-receivers MS
scanning
• Remaining in normal operation (transmission) as long as possible during
MS scanning may facilitate service continuity and utilize the transmission
– An efficient MS scanning is needed, especial for single-receiver MS scanning
• BS should be able to accurately schedule appropriate scanning interval
• MS should have the capability of requesting to return to normal operation

Legacy MS scanning
•
Legacy MS scanning is a static frame-based scheduling mechanism:
– Scheduling results given in MOB_SCN-RSP include:
• Start frame number, scanning interval, interleaving interval, scan iteration
–
In frame unit
• When scheduling, MS would follow the indications without any changes
•
In Inter-RAT operation, BS may not have fully knowledge of other RAT
– It may not make appropriate scheduling and cause a waste

Proposal
• Two new operations are added into legacy MS scanning to efficiently
support MS scanning of other RAT
• New operation 1: Pre-negotiation before scheduling
– BS needs to request operating parameters of other RATs and calculate the
appropriate scheduling interval based on these information.
• New operation 2: Early-return mechanism
– When MS completes the scanning before the end of scanning interval, it can
make request to BS for the notification and early start the normal operation
• Two dedicated codes are assigned in MOB_SCN-RSP to support this function
– MS can send these dedicated codes in ranging sub-channel to make request
• The BR (bandwidth request) of scanning reporting can be also achieved under this
mechanism
