The approach
Times lines were fixed. Responsibility was fixed
for each person. Strategy was percolated up to
the down level. Resource Mapping was done. A
Implementation Plan Whatsapp group named “ZSK Sidhi” was created.
This whatsapp group included officials of state
Govt. DPC, Asst. Engg.’s / BRC’s and all CAC’s has
been connected to ensure day to day monitoring
Trainings
Block and Village level continuous trainings were
organized to ensure public participation and
training for Masonries were organised to make
them understand about the approved design and
tiles fitting for toiles construction. Training for
photo upload was also given.
Monitoring
Collector, Chief Executive Officer Zilla Panchayat,
District Project Coordinator (ZSK) and Asst. Engg.
himself monitored every accepts of activity and
took immediate action to remove hurdles which
leads 100% success of program within a time
frame.

There were series of interrelated activities that must occured prior to the commencement of school toilet construction on the
timeline. In order to ensure timely completion and effectivenes, challenge is that these activities cannot begin until after the higher Level
officers of Districts clearly defined construction timeline.

Challenges in Program Execution
More than 62% Geographical area of Dist. Sidhi covered
under forest. Many villages are situated in interior of Block
headquarters mainly in Sihawal and Kusmi.
Most of the
construction sites were in deep forest or on a hills where there was
no approach to send raw material for toilet construction work.
Therefore, Material was sent through bicycles, Local animals and
by the labours to reach around 6-8 KM.
During peak time of construction, many social activities
like marriage and other programs were there at village level and
most of the labors were not available. School teachers himself
contributed in construction activities with full dedication for timey
completion of program.
Challenges in Program Execution conti……
Land allotment for toilet construction activity was one of
the major problem in many schools, SDMs personally visited sites
and gave necessary instruction to clear the land. Collector
reviewed land issues daily.
Availability of raw material such as Tiles, Urinals, toilet
sheets and fitting pipes etc. were not sufficient at districts/block
head quarters due to small market therefore, necessary raw
material had been brought from neighboring district .
Daily reporting's were communicated through district
control room .

Key’s of Success
Timely sanctions and fund flow at district level was one major key for
successful implementation of the school toilets construction activity.
All necessary sanctions were completed within a day by district
authorities, Execution plan chalked out and conveyed to all Sub Engg.,
Asst. Engg., BRC’s, CRC’s and other stake holders at the first round of
the meeting. Responsibilities at each level were fixed for officials who
are going to involve in training, monitoring & construction activities.
Day to day review by District Collector and Chief Executive
Officer, Zilla Panchayat played a valuable role in execution of
the desired plan. Both higher level officers reviewed the each
aspects of program implementation block wise, village wise and
school wise (Onsite - Offsite) on regular basis and provide best
support to remove hurdles by best possible manner.
Key’s of success cont.….
In order to ensure quality in construction of toilets many levels of trainings were
organized at Block & Village level especially for Masonries, BRC’s & CRC’s to reminisce
the approved design of toilet construction. Dist. Collector and Chief Executive Officer,
Zila Panchayat himself evolved in various training and campaign programs organized
at village level which also leads to quality construction of toilets.
Value edition for eco-friendly environment
To create eco-friendly environment dist. authorities decided for good horticultural plantation in
surroundings of constructed toilets areas.
SBM Hand wash with Soap and Towels
Community Participation & Maintenance
Rallies, Essay & Quiz Competitions for Swachcha Bharat Abhiyan were
organised in each school. SBM is discussed in first 15 minutes every
Monday. Students are the main motivators for household toilet
construction and follow up for ODF. Handwash before MDM, ODF has
been brought in to behaviour of students. Not only attendance is
increased but retention is also increased.
