On behalf of the organizing committee, we cordially welcome you to the 3 IEEE
Workshop on Metrology for AeroSpace (MetroAeroSpace).
The third edition of MetroAeroSpace will be held in Florence, the cradle of the
Renaissance and appreciated by millions of tourists, Florence has been UNESCO
World Heritage Site since 1982. Florence's museums, palaces, and churches house
some of the greatest artistic treasures in the world. The location of
MetroAeroSpace 2016 is few hundred meters from the Cathedral and the
Baptistery.
We are sure that the universally recognized historical beauty of Florence will be a
perfect frame for this prestigious conference. It is, in fact, a further occasion, not
only to meet old friends and new people from all over the world, but, moreover,
to engage with them a continuous comparison directed to make wider the views
on the technological progress of Metrology for AeroSpace.
The MetroAeroSpace organization was a complex task due to the large and
increasing interest of our research and application areas. Efforts from many
people were required to shape the technical program, arrange accommodation,
manage the administrative aspects, and set up the social functions. We like to
take this opportunity to thank all and each of them. We like also to thank the
public and private organizations that supported the meeting in different ways.
A special thanks to Italian Army, Navy and Air Force for supporting with several
actions the Workshop. This year during the Workshop, the static exhibition of two
military systems will be offered;
 Unmanned SHADOW 200 - RQ-7B V2 by AAI/Textron Systems, organized by
Italian Army and Rigel srl - AAI/Textron Systems,
 SARAD - Automatic Data Analysis and Recording, organized by Italian Navy.
The MetroAeroSpace Technical Program consists of 26 oral and poster sessions
scheduled over two days. With the wide range of technical sessions covering the
many fields of metrology for aerospace we are happy to welcome you to the
variety of technical presentations that await you this year. Thanks to all of the
Technical Program Committee members and the reviewers who have contributed
to make this outstanding program possible.
The technical program was particularly difficult to be arranged since we received,
for this third Workshop 155 abstracts from all over the world. Due to the time
limits of the conference only 129 papers have been selected after a painstaking
activity of the program committee and additional reviewers. We like to thank all

people who contributed to this process with opinions, comments, and
suggestions to choose the best papers and even improve their quality.
The technical program encompasses several events and activities. The keynote
speeches will be held by experts in the field of metrology for aerospace; Dr.
William H. Prosser, NASA Engineering and Safety Center - Langley Research
Center, USA, will present the Applications of Advanced Nondestructive
Measurement Techniques to Address Safety of Flight Issues on NASA Spacecraft,
Dr. Alessandro Cozzani, European Space Research and Technology Centre, will
describe the Trend and research of contactless measurements for environmental
testing of space systems.
We are honored to have them as plenary speakers and thank them in advance for
coming to our conference to share their knowledge and experiences with us.
This edition of the Workshop includes for the second time;
- “Military Metrology for AeroSpace”, organized in cooperation with AFCEA
Chapter of Naples, at Institute of Military Aeronautical Sciences - Florence

- a half day of tutorials offering three subjects;
- Precise time scales and navigation systems, Patrizia Tavella, INRIM, Italy
- RADAR role: from the underground to the outer space, Alfonso Farina,
LFIEEE, BoG AESS
- Measurement for Planetary Exploration: Mars and Exomars, Stefano
Debei, Center of Studies and Activities for Space, Padua, Italy.
During the Workshop,
- Marcello Coradini, Enrico Flamini and Stefano Debei organize a Special Session
on The Italian Strong Contribution to Epochal Rosetta Mission;
- URSI Italian National Committee meeting will be organized;
- "Opus Suite" User Group meeting will be held.
These events give more opportunities to attendees to contact Institutions and
experts operating in different fields of Metrology for AeroSpace.
For the first time MetroAeroSpace will include Demo Sessions, they are organized
as "Live Demonstration" track to allow an interactive and tangible form of
presentation, which is quite different from the oral and poster sessions.
Conference delegates are invited to experience the demonstrations directly, to
interact with, play with, and challenge them. Presenters will have the opportunity
to show direct proof of their working systems and to create a lasting impression.
With the aim of providing a common ground for researches to share their findings
about the metrology for aerospace, the Workshop this year was improved by
adding a significant number of Special Sessions. A first reason is that so many are
the application fields of the metrology for aerospace that a single track could
have been too much dispersive. A second reason is that, in spite of a centralized
research address definition, a spontaneous aggregation of well-focused themes
has been gathered, with specific aim of providing a forum of specific debate very

close to the single research field. Therefore, several application-oriented Special
Sessions have been organized this year. We wish to thank the organizers of these
Special Sessions for their cooperation and support to the Workshop organization.
Several Awards will be assigned, in particular to young researchers. In particular,
the best contributions will be awarded, including the “Best Paper Award”, the
“Best Student Paper Award”, the “Best Paper Authored and Presented by a
Woman”, and a new one “Best Demonstration Award".
The Workshop is about to begin. You are now in a position to enjoy the fellowship
of colleagues and experts and to pass free time in natural and artistic beauties. It
is up to you to appreciate the Workshop worth! Be critical! We, metrologists,
colleagues, and friends, we know that this is the best way to improve quality, and
to achieve lasting excellences.

Applications of Advanced Nondestructive Measurement Techniques to Address
Safety of Flight Issues on NASA Spacecraft
Dr. William H. Prosser
NASA Technical Fellow for NDE
NASA Engineering and Safety Center
Langley Research Center
Dr. Prosser joined NASA Langley Research Center in 1987 as an Aerospace
Technologist in the Nondestructive Evaluation Sciences Branch. In 2005, he joined
the NASA Engineering and Safety Center as Discipline Expert for Nondestructive
Evaluation and in 2007 was named a NASA Technical Fellow. He has served as
technical lead and program manager for the research and application of NDE and
Structural Health Management (SHM) systems for aerospace vehicles. Dr.
Prosser’s research has been in the field of ultrasonic and acoustic emission
sensing techniques. His work contributed to the successful development and
implementation of a system to detect impacts on the Space Shuttle wing leading
edge in response to the Shuttle Columbia accident. He has led NASA, industry,
university and government agency teams to implement NDE and SHM systems for a variety of NASA
programs including the Space Shuttle, International Space Station, X-33, and Aerospace Vehicle Systems
Technology Program.
Dr. Prosser was the 1997 recipient of the NASA Floyd Thompson Fellowship, a 2003 recipient of a NASA
Superior Accomplishment Award for efforts during the Columbia Accident Investigation, and a 2005
recipient of NASA’s Exceptional Achievement Medal. He is past Chair and a Fellow of the Acoustic
Emission Working Group and is also the Scientific Editor of Structural Health Monitoring: An International
Journal.
Dr. Prosser received his B.S. degree in Math and Physics from the College of William and Mary and his
M.S. and Ph.D. degrees in Materials Science and Engineering from Johns Hopkins University.

Trend and research of contactless measurements for environmental testing of
space systems

Mr. Cozzani joined the European Space Agency in 1999 at the European Space
Operations Centre (ESOC) In Darmstadt (Germany) after some years of work first as
Young Graduate Trainee for ESA and later as on-site Contractor at ESOC as a member
of the team to develop the new 35-m ESA Deep Space Antennas network. Between
1999 and 2002, Mr. Cozzani worked as servo-mechanical engineer in the Ground
Station Systems Division as has followed a number of R&D activities concerning the
engineering, testing and operation of ground station antennas for the TT&C
operations of spacecraft missions. Mr. Cozzani joined in 2002 the European Space
Research and Technology Centre (ESTEC) in Noordwijk (The Netherlands) as electro-mechanical design
engineer at the Test Centre Division. At ESTEC Mr. Cozzani was involved in a variety of tasks covering the
design and qualification of in orbit experiments (the MEDET spectrometer wheel-mechanism on board of
the EuTEF, Columbus module, ISS), the development of multi-physics virtual testing tools (the HYDRA
hydraulic shaker virtual shaker simulator) and the development, qualification and operation of video test
instrumentation for space systems testing (for Herschel-Planck and Gaia missions). In 2010 Mr. Cozzani
was appointed as Head of the Engineering Services of the Test Centre Division, where he supported the
testing of several ESA missions (BepiColombo, SOLO, SGEO, MTG, GAIA) and lead the research,
development and operation of test instrumentation for the customers of the ESTEC Test Centre. Mr.
Cozzani received his MSc degree in Aeronautical Engineering (with a major on Aerospace Systems) in
1992 at the Politecnico di Milano (Italy) with a thesis on Vibration Control Systems for Space Applications.
