Links between
environmental issues
and other clusters
1
Why do we need to link
environment to the other clusters?
• First and foremost, environment is a crosscutting issue to be mainstreamed in operations
• Environment considerations should be across all
clusters!

Global clusters
• Agriculture
• Health
• CCCM
• Logistics
• Early Recovery

Camp Coordination/
Camp Management
Provision of shelter material and NFIs to planned and
spontaneous camps needs to be closely coordinated with
the CCCM cluster.
Name an example of a link between environment and the
CCCM cluster
5
Early Recovery
In natural disasters Early Recovery planning is to be
included in the emergency shelter interventions from the
outset. UN Habitat is the focal agency within the ESC for
Early Recovery.
Name an example of a link between environment and the
Early Recovery cluster.
6
Logistics
Shelter interventions require large scale logistical
support, and close cooperation with the logistic cluster
is necessary in order to facilitate a smooth supply
chain.
Name an example of a link between environment and
the Logistical cluster.
7
Protection
The impacted population will often be vulnerable as a
consequence of the disaster, whether caused by man or by
nature. Vulnerability extends to where they live and they
may be more or less vulnerable as a consequence of their
shelter arrangements.
Name an example of a link between environment and the
Protection cluster.
8
WASH
The population in need of emergency shelter support will in
most cases also require WAT/SAN interventions. Close
coordination of response and active sharing of information
about the status and needs for the impacted population
should be undertaken.
Name an example of a link between environment and the
WASH cluster

Exercise: linking to other clusters
• Spend 20 minutes brainstorming ALL the main
issues linked to environment in your chosen
sector
• Rapporteur will write points on flip chart and
then spend 5 to 6 minutes feeding back to group
• We will create a matrix and see overlaps and
gaps
• See Handout 3.2.1 for brief reference to clusters
