Objectives of the Licensing Process
The main objectives of the current licensing process are:
 Ensure that the benefits of the 3G technology will be delivered on time
and under beneficial terms to the Greek consumer
 Promote an adequate level of competition under fair and sustainable
conditions
 A fair amount is paid for a scarce resource and effective spectrum
management is achieved
 All objectives are achieved in a transparent and non-discriminatory way

Constraints in achieving the objectives
The main constraints under which the objectives have to be met are:
 The current environment in the International telecommunication
industry
 The views of incumbents and prospective participants as

Main features of the Licensing Process
The main features of the licensing process both for the 3G and 2G licences are:





The two processes are conducted separately and are independent
The 3G process includes contingency plans for different levels of interest
A level playing field for New Entrants is created
Flexibility is provided for participants to acquire the bandwidth of spectrum
they need
The payment terms and the reserve prices reflect the magnitude of the
investment and the risks involved in 3G technology
The design of the whole process is unique and fully reflects the particular
requirements of the Greek market and the International economic environment

Current status of the Licensing Process

The Public Consultation has been completed
The Information Memorandum was issued on May 7, 2001
The Invitation to Tender will be issued on June 1, 2001
The Licensing Process is scheduled to take place in the period
July 2 - July 18, 2001
