(IWRM) in the South Caucasus

Background Information

South Caucasus is one of the Eastern
Europe’s largest regions, with the total
area of 186,100 km2 and population of
about 17.2 million

The three South Caucasus countries:
Armenia, Azerbaijan, and Georgia share
common resources and common
problems related to the trans-boundary
water resources management

The Kura River is the principal and the
largest water course of the region, total
length of which is 1,364 km

The Kura-Aras drainage basin occupies greater part of the South
Caucasus. The total area of the Basin is about 188,000 km2 and in
addition to the three South Caucasus countries shares borders with Iran and
Turkey

Water Management in the South Caucasus

In September 2000 USAID launched
the regional initiative to design and
implement the regional project “Water
Management in the South
Caucasus”, which completed in
September 2004

Three specific activity areas of the
project included:
–
Monitoring and Data Exchange
among riparian countries
–
Integrated River Basin Planning for
two trans-boundary pilot subbasins
–
Institutional Framework for
addressing national legislative and
water policy issues

Rehabilitated Monitoring Network

The preceding USAID project
rehabilitated and fully equipped 10
hydrological stations in the region: 5
in Armenia, 1 in Azerbaijan, 4 in
Georgia, as well as two regional
meteorological stations in Georgia;

Supported national HYDROMET
offices by modern equipment,
training and data management
tools;

Established web based data
exchange mechanism for
hydrological and meteorological
information

Importance of IWRM for the South Caucasus

Since 2000 USAID has been
supporting Armenia, Azerbaijan and
Georgia in promoting sustainable
management of transboundary water
resources through its two funded
projects

Integrated Water Resources
Management (IWRM) is a major
element of these projects as it is
crucial for environmental and
economic welfare of the region

IWRM will enhance effective and
sustainable regional cooperation
for the management of shared
water resources

Integrated River Basin Planning

Developing of Integrated River Basin
Planning process for two trans-boundary
pilot basins Alazani and Khrami-Debed
has been started;

Pre-feasibility needs assessment studies
for the following seven communities in
the pilot areas have been conducted :
– Gurjaani, Telavi (GE), Belokan and
Gakh (AZ) in Alazani River Basin;

To follow the results achieved
through the previous program, in
2005 USAID launched a new three
year water program

Overall objective of the program is
to increase regional cooperation in
the management of shared water
resources that is effective and
sustainable

Specific Objectives

To strengthen the institutional framework and capacity for transboundary basin management and increase technical
understanding on key topics;

To develop the scientific and analytical capacity needed to turn
data into information, and promote its use for management;

To strengthen civil society participation to achieve stewardship
and measurable social, economic, and environmental results;

To promote regional, international discussion and cooperation
amongst Armenia, Azerbaijan and Georgia on the issues
surrounding regional water management, that is critical in the
context of the southern Caucasus.

Government Counterparts
The program involves government counterparts from the South
Caucasus including:




Armenia – The Ministry of Nature Protection
Azerbaijan – The Ministry of Ecology and Natural Resources,
Amelioration and Water Farm Open Joint Stock Company
Georgia – The Ministry of Environmental Protection and Natural
Resources
Each ministry houses an agency or division that is responsible
for water resources management, including hydrological and
meteorological services, and environmental monitoring.
