Fire Control Systems
– Recommend moving Fire Control Radars to Category
XI with all other radars
– Need further technical expert input for any additional
DTAG recommendations
Lasers
• (ITAR Tier2) Lasers designed exclusively for
energy directed weapons;
• (ITAR Tier2) Lasers for target designators
containing standard or encoded designator
pulse formats;
• (ITAR Tier2) Lasers specifically designed for
infrared countermeasures;
• (EAR Tier2) Ultrafast Lasers X picoseconds or
less in temporal duration.

– Some focal plane arrays have become widely available
– Just having a focal plane array does not make a defense article
– CJs issued confirming dual use control for multiple items
containing a USML focal plane array

applications for thermal imaging systems

• (ITAR Tiers below) Thermal imaging systems
with any of the following:
– (T2) Laser target designator
– (T3) It has been designed for weapon mount on a
defense article
– (T2) It incorporates countermeasures such as filter
or other mechanism to defend against lasers or
infrared or I2 blinding/disabling systems.
– (T2) It has been designed to specifically identify
and track defense articles

range finder;

• (ITAR T3) A thermal imaging systems:
– Incorporating a defense article focal plane array
and
– It has range performance greater than X when
using “NV Therm” Calculations
• NV Therm Parameters (atmosphere, target size, etc)
must be determined jointly by USG and industry.
• Range “X” must be determined and set at an
appropriate level based on current technology.
• If interchangeable optics, largest optic should be used
for the calculation.

Inertial Systems
• (ITAR T2) Inertial navigation systems with
specified performance better than X nautical
miles per hour during exposure to each of the
following:
– vibration levels equal to or greater than Xg rms;
and
– shock values equal to or greater than X g; and
– exposure to temperature range X; and
– angular rates greater than X degrees per second

• (ITAR T2) Inertial systems that designed to
meet requirements for space radiation
hardening;
• (ITAR T2)Inertial systems having functions
specific to missile systems.
NOTE: High dynamics, severe environment and
performance capability within those
environments are the military differentiators.

• (ITAR T2/EAR T2) Two dimensional infrared
focal plane arrays having individual elements
with a peak response in the wavelength range
exceeding 1,200 nm but not exceeding 30,000
nm (cooled focal plane arrays) that exceed X
when performing a figure of merit calculation.
[FOM is based on sensitivity, pixel pitch and
number of pixels or resolution.]
– FPA’s will be EAR T2 if they fall below the FOM
threshold.

• (EAR T2) Two dimensional Infrared focal plane
arrays based on "microbolometer" material
having individual elements with an unfiltered
response in the wavelength range equal to or
exceeding 8,000 nm but not exceeding 14, 000
nm (uncooled focal plane arrays) are
controlled on the CCL (Suggested placement in
existing ECCN 6A002.a.3.f.)

X when performing a figure of merit

exceed X when performing a figure of merit
