Eigenfactor™ Score
Essentially a Web Page Ranking Algorithm
• “The Eigenfactor™ score of a journal is an
estimate of the percentage of time that
library users spend with that journal.
• The Eigenfactor™ algorithm corresponds to
a simple model of research in which readers
follow chains of citations as they move from
journal to journal.”*

28
Gray Graphic – Our GPO Printer
• Gray Graphic Corp., is an FSC Certified printer. This
means that all the paper they use in their facility is
sourced from a sustainably managed forest and is FSC
certified. In addition, their facility is powered by 50%
wind energy as certified by Clean Currents: Green
Energy Solutions. They are also EPA Green Power
Partners.
• In addition, the paper requirements include a minimum
of 10% Post-Consumer Waste (PCW) content.
•

JRRD will now feature:
JRRD is printed on paper containing recycled postconsumer waste
paper that is fiber sourced from sustainable managed forests and
printed with the use of renewable energy.
29
Legacy Data
• All JRRD/BPR articles back to 1970 have been
scanned and processed. Final steps are in place
for full web uploading of legacy data back to BPR
origination in 1964.
• Please note Volume 19, No. 1 (also known as
BPR 10-37) was the only issued published in
1982 and the final issue of BPR (see RED insert
in packet).

Why Twitter?
Uses of Twitter (Tweets, individual 140 character messages):
• To drive interested stakeholders to JRRD web content
• As a tool to connect rehabilitation experts inside and outside the VA
with JRRD content (global stakeholders)
• As a tool for Veterans to access the latest content
• As a resource for ideas of interest for future JRRD single topic
issues
• To increase awareness of JRRD content and branding within the
rehabilitation field, including, but not limited to, the Cochrane
Collaboration and Cochrane Reviews (http://www.cochrane.org/)
• To send out news, press releases, and eAlerts of relevant JRRD
content
• To follow expert commentary on JRRD content; stimulate editorial
responses to content
• To provide a mechanism for knowledge dissemination and forward
linking from other rehabilitation web sites back to JRRD content

VA Has Gone Mobile - m.va.gov
So will JRRD – Mid-2010
• “Point your web-enabled mobile device to m.va.gov to
read and share featured VA news stories, watch videos,
and find a VA facility on the go!”
• “The VA’s mobile Web site uses existing content from
www.va.gov and tailors it for display on the small form
factor of a mobile device in a finger-friendly layout.”
• Gearing up for XML version of JRRD content
for Mobile Content.

Why Facebook?
New England Journal of Medicine Now on Facebook
•
•
•
•
•
“Some of the oldest scholarly journals are setting up pages on socialnetworking sites like Facebook. The latest is The New England Journal of
Medicine, The Boston Globe reports.
The journal, which was founded in Boston in 1812, has created a Facebook
site where readers can link to articles and a weekly podcast summary. “If our
users are going to be there, we should be there,” says Kent Anderson, the
journal’s executive director of international business and product
development.
The move is the journal’s latest attempt to find new ways to connect with
readers. The medical journal has offered an online edition for 13 years.
Other long-established journals that have set up Facebook sites include
Science and The Journal of the American Medical Association. —Katherine
Mangan”

DEVELOPMENT AND BACKGROUND
• CSE (Council of Scientific Editors)
• AAP (Association of American Publishers)
• International Congress on Peer Review and
Biomedical Publication
• PSP (Professional and Scholarly Publishers)
• ICMJE (International Committee of Medical
Journal Editors)
• COPE (Committee on Publication Ethics)
41
WHAT IS BEING DONE?
ALL HAVE BEGUN ADDRESSING
“THORNY ISSUES” IN SCIENTIFIC AND
TECHNICAL PUBLISHING,
SPECIFICALLY PLAGIARISM,
CONFLICT OF INTEREST, AND
CO-SUBMISSION.
42
“Editors are the gatekeepers of science, not the
police, although........”
Arthur Hilliker, Editor of Genome
Conflict and misbehavior among Editors,
Authors, Reviewers, and others is becoming
more common.
43
Conflict of Interest (COI)
• Most major journals have a COI policy. Although
many journals have problems enforcing these
policies, having NO written policy can be risky.
• JAMA, one leader on COI, had recently had issues
with financial disclosure and reworked their COI
policy to discourage third-party disclosure while an
allegation is under investigation.
• JRRD relied on referencing ICMJE, which is not
sufficient.
44
Plagiarism
•
•
Bernard Rous, Deputy Director, Association for Computer Machinery
(ACM) seeing plagiarism every 2 months and increasing
Example: Skip Garner (Nature: Errami M, Garner H. A tale of two citations.
Nature 2008 Jan 24;451(7177):397-9.)
One eTBlast study (a text similarity engine):
9,000 Medline duplicate articles
Selected 200 for analysis, questionnaires sent to original authors and
subsequent authors
Led to 83 journal investigations and 46 retractions (many journal
Editors refused to pursue the issue)
Amazingly though, of the 60 authors who replied to the
questionnaires: “28% denied any wrongdoing; 35% admitted to
having borrowed previously published material; and 22% were from
co-authors claiming no involvement in the writing of the manuscript.
An additional 17% said they were unaware their names appeared on
the article in question.”
45
Co-Submission
• For more than 10 years, co-submission has been
prohibited according to VHA Handbook 1203.05
(JRRD).
• A Statement of Originality Form is required for
submission.
• Within the last year, at least 4 submissions had been
determined to be co-submitted to JRRD and another
journal simultaneously. Several times, authors even
“inadvertently” addressed their letters’ to the Editor
to Dr. Basford (Arch. PM&R) or to Dr. Grimby (J.
Rehab. Med.).

69
Outlook
• Value added data such as PMID and
DOI links will make the website a
valuable tool for researchers.
• Long tail of research information is a
positive feature.
• New Web 2.0 initiative (currently in the
planning stage) will increase web
views.
70
Back of the Envelope
• Elsevier announced in 2006 that there had been 1 billion downloads
since the launch of Science Direct Portal in April 1999
• Science Direct has 3,143 titles
• 1 billion downloads in 7 years, or 143 million or so per year
• 143 million downloads / 3,143 titles is approx. 45,000 downloads per
year per journal
• SO compare 3 million downloads for JRRD with 45,000
• Caveat: this calculation makes rather poor assumptions that all titles
are downloaded equally, which is probably not true.
• FYI: Total number of citations in ISI Web of Science since 1900 is 600
million
•
Taken from Johan Bollen et al. Clickstream Data Yields High-Resolution Maps of
Science. PLoS ONE. 2009;4(3):1-11.
71
Other Issues
• Conversion of post-production copy to
XML for PubMed Central for JRRD
publications with NIH funding
72
Discussion
• Comments/thoughts from the Board?
• Feedback on social networking
initiatives…….
• Feedback on editorial policies……….
• Feedback on public affairs initiatives………
• Feedback on web issues……..
• Others?
73
Conclusions
• JRRD has regained momentum,
although long term effects from web
hiatus are unknown at this time
• Web 2.0 plans to further develop
outreach to stakeholders proceeding
• Web redesign/legacy materials near
completion
74
Thank you
• To our wonderful JRRD Board
members
• To the JRRD Team
• To RR&D Service for support
• To AITC for hosting our web!
