JUVENILE JUSTICE TEAM
GOAL

The goal of the Juvenile Justice Team is to provide STATEWIDE
LEADERSHIP in addressing the ISSUES SURROUNDING
JUVENILE DELINQUENCY and to IMPROVE THE JUVENILE
JUSTICE SYSTEM. The current strategies established to meet
this goal are:






To offer leadership and resources to local communities to meet the
needs of area youth and families
To maintain a seamless and comprehensive juvenile justice system
To provide effective prevention and intervention services
To implement best-practice programs
To share information with the public, state leaders and policy makers
To plan for the future



Congress enacts the Juvenile Justice and Delinquency Prevention
Act (JJDP)
This legislation establishes the Office of Juvenile Justice and
Delinquency Prevention (OJJDP) as the Federal agency to support
states’ efforts of delinquency prevention and the improvement of
the juvenile justice system

Congress reauthorizes the JJDP Act
Reauthorization supports OJJDP's established mission and
introduces important changes to streamline the operations
To be eligible to receive JJDP Act grant funds, the State of Texas
must ensure compliance with the four core requirements

FOUR CORE REQUIREMENTS
FOUR CORE REQUIREMENTS
Deinstitutionalization of Status Offenders (DSO)
The State must ensure that status offenders and
non-offenders are not placed in secure detention
or secure correctional facilities.
FOUR CORE REQUIREMENTS
Sight and Sound Separation - The State must
develop a plan that ensures that juveniles who are
alleged to be or found to be delinquent and status
offenders shall not have sight or sound contact with
adult inmates.
FOUR CORE REQUIREMENTS
Jail Removal – The State must develop a plan
that ensures no juvenile will be detained or
confined in any adult jail or lockup.
FOUR CORE REQUIREMENTS
Disproportionate Minority Contact – The State must address
specific delinquency prevention and system improvement
efforts designed to reduce the disproportionate number of
minority juveniles, who come into contact with the juvenile
justice system.

The Juvenile Justice Team uses a comprehensive strategy to
support delinquency prevention efforts and to reduce youth
crime and violence in the State


Research initiatives designed to benefit the overall Juvenile
Justice System
 Current Research Project:
Research in the area of Disproportionate Minority Contact (DMC)
 The project will assess the extent to which minorities are subject to
different confinement decisions than non-minorities
 Includes the development of standardized instruments that assess
risk and give insight to different confinement decisions


JUVENILE JUSTICE SECTION MANAGER

Oversee all operations in the Juvenile Justice Section

Set internal deadlines for juvenile justice related tasks

Give final programmatic approval of applications with a
juvenile justice focus

Submit federal applications, reports and other documents

Track the unspent balance of federal juvenile justice funds
DISPROPORTIONATE MINORITY CONTACT
COORDINATOR

Coordinate all JJAB—DMC Sub-Committee meetings

Ensure the State remains in compliance pursuant to the core
requirement of DMC

Collect and examine data on the extent of DMC at major decision
points

Assist with the development of the JJDP Three-Year Plan

Review grant applications for budget and programmatic compliance

Manage assigned grants and provide assistance to current and
potential grantees
COMPLIANCE MONITORING COORDINATOR

Coordinate all JJAB—Compliance Monitoring Sub-Committee meetings

Ensure the State remains in compliance pursuant to
Deinstitutionalization of Status Offenders, Sight and Sound
Separation and Jail Removal

Oversee the monitoring functions required for compliance with the
JJDP Act

Assist in the development of the JJDP Three-Year Plan

Review grant applications for budget and programmatic compliance

Manage assigned grants and provide assistance to current and
potential grantees

Serve as the primary point-of-contact for the Juvenile Justice Advisory
Board

Act as a liaison between the Criminal Justice Division and other
Office of the Governor divisions for board related matters

Manage assigned grants and provide assistance to current and
potential grantees

JUVENILE JUSTICE ADVISORY BOARD (JJAB)

The Juvenile Justice and Delinquency Prevention Act mandates
appointments by the Governor of a Juvenile Justice Advisory
Board

Purpose of the Advisory Board:


Provide an analysis of juvenile crime problems within the state
To establish priorities for OJJDP Title II funds
JUVENILE JUSTICE ADVISORY BOARD

The Juvenile Justice Advisory Board Must:

Consist of not less than 15 and not more than 33 members

Have training, experience, or other special knowledge regarding the
prevention and treatment of juvenile delinquency and the administration
of juvenile justice

Advise the Juvenile Team on matters pertaining to juvenile justice and
delinquency prevention

Participate in the development and review of the State's Three-Year Plan
JUVENILE JUSTICE ADVISORY BOARD

Review and make changes as needed to the Three Year Plan

Set juvenile justice priorities for all juvenile justice funding

Submit to the Governor and the Legislature recommendations regarding
state compliance with the four core requirements of all fund sources
from OJJDP

Consult and seek regular input and suggestions from juveniles currently
under the jurisdiction of the juvenile justice system

Assist local communities through the Regional Councils of Governments
(COGs) to review, comment, and prioritize grant applications submitted
for funding from the Governor's Criminal Justice Division
