Viet Nam has 66 TV broadcasters:
- 3 nationwide TV broadcasters
- 63 local TV broadcasters
- 109 TV free-to-air program channels
So many local broadcasters! So many program channels!
More difficult to allocate the available frequency channels
to deploy DTV services

1. Benefits of TV digitization for Broadcasters
- Better quality of video and audio
- More channels, more services (Mobile reception,
mobileTV, HDTV, interactivity, data services)
- Local TV broadcasters may have larger service coverage
- DTV transmitter’s ERP requirement is lower
- DTV gives a chance to set up SFN

2. Benefits of TV digitization for telecommunications
- Spectrum efficiency is high
- Digital Dividend. That is a big chance to deploy more
radio broadband services;
- The more Broadband services, the more multimedia
provided (such as Live TV channels, Interactive TV,
Time-shifted TV, Video on demand...)

DVB-T standard have been adopted by VTV since 2001
VTC had launched DVB-T test project since 2002
2005 DVB-T was adopted to deploy nationwide
Planning on radio television broadcasting transmission
to 2020 was adopted by Prime Minister in 2009;
Drafted Digitization Project on terrestrial TV was
submitted to Prime Minister for approval

Drafted Digitization Project on terrestrial:
The final target of DTV roadmap: 95% of
population served by digital TV.
Transmission standard: DVB-T and its next
versions;
Compression standard: MPEG-2, MPEG-4 part
10/ H.264 (after 2014: MPEG-4 part 10 /H.264 is
mandatory)
Analog switch off has been scheduled from 2015
to the end of 2020 (region by region)

+2 MUX using MPEG-2 compression standard,
+ more than 20 TV program channels;
AVG has a trial of DTV SFNs with 3 MUX using MPEG4 compression standard in Ha Noi and Ho Chi Minh
City;
More than 2 million set-top-box have been sold out
to market

DVB-H was tested by VTC corporation in 2006,
T-DMB trial project has been broadcasted by VTV
in Ha Noi and Ho Chi Minh city

VTV launched DTH using DVB-S standard since 2004

1. Multiplex and network planning
- 3 nationwide broadcasting transmission operators
with 7 DTV Multiplexes
- 5 – 7 DTV MUX for existing local ATV (multiplex by
regional areas)

2. Frequency channel allotment for DTV
- to broadcast 2 MUX for VTV and 2 MUX for VTC with
nationwide coverage using MFN;
- to broadcast 3 MUX for third nationwide operator
using SFN providing Pay TV services;
- to broadcast 1 MUX for each regional networks
delivering existing local TV channels

3. Frequency bands
- VHF band III: 174 – 230 MHz
- UHF band:
 Before 12/2009 : 470 – 806 MHz
 After 12/2009: 470 – 790 MHz

- To be planned for DTV, Digital radio, Mobile TV
- Band III VHF (174-206) MHz for DVB-T/T-DMB
- Band III VHF (206-230) MHz for T-DMB/T-DAB

- Mainly for DTV implementation
- UHF (470-694 MHz) for DTV Long-term usage
- UHF (694-790 MHz) for DTV/ATV temporary
usage and to be freed up to develop other radio
services (Digital Dividend)
- After 12/2020 UHF band 694 – 790 MHz is going
to be freed up to launch other radio broadband
services
