The Reach and CLP regulations in Europe:
The interaction between social and product regulations, comparison and support to
enterprises, the European harmonization of inspections
PRESENTATION AND OBJECTIVES
Many industrial sectors such as the engineering, food, textile, electronics, construction and others
use chemicals without any adequate and specific competences. Although companies have to comply
with enviromental, health and safety obligations concerning workers, especially the micro-small
ones, they uses chemical substances without having a proper knowledge of the European Reach and
CLP Regulations. The implementations of such regulations leads companies, managers and health,
safety and environment consultants to comply with and implement various tasks and legislative
requirements. With regard to this, as for the chemical risk, the REACH system provide a valuable
knowledge, synergies and opportunities.
The Congress aims at leading, supporting and assisting companies and their RSPP, ASPP, professionals,
labor consultants, trade associations as well as all those who are involved in chemicals management
(security, health and environment, quality and purchasing officers) to better understand and implement
the obligations under the REACH and CLP, as well as integrate the peculiarities of the two European
Regulations as part of their business management activities relating to the protection of health, safety
and the environment. In particular, for micro and small businesses, the persons in charge may have
a limited knowledge of what is required by REACH for end users: the same way, the physician in
charge, although appointed and on duty, does not offer the chance to promptly implement the REACH
regulation.
Another objective pursued is encouraging all those involved in chemicals management during the
conversion phase into end products, to integrate the REACH requirements in the activities which are
currently carried out in order to comply with the related, specific and social regulations.
Therefore, this Congress will stress the importance of a better understanding of the adequate
implementation and integration of REACH and CLP within the social regulations impacting health and
safety in working places as well as the protection of the environment.
