Last First - AP SCSP and TSP (Planning, Allocation and Utilization of
Financial Resources) Act, 2013
AP is the first state to enact this landmark legislation in entire country
Salient features
• 16.2% and 6.6% of overall AP budget earmarked for SCs
and STs under SCSP & TSP respectively
• Schemes under SCSP/TSP should secure direct &
quantifiable benefits to SC or ST households or
individuals or habitats
• It paved the way for transition from mere arithmetic
exercise to actual outcome based allocation
• Dept of Social welfare is Nodal agency for implementing
SCSP & Dept. of Tribal welfare for TSP
